Devolution

Summary:

“Hello, one and all.” A voice crackled alive from every screen around them. A man with short green hair and emerald green eyes appeared on the screens. He looked surprisingly young. He couldn’t be more than 25 years old. His eyes carried a dull and menacing look. “I have given you time and opportunity to fix our corrupted hero society. I have shown you the dirty secrets of the hero commission. I have shown how the people you call villains are created by your so-called heroes. You have chosen to ignore me. So, in response, I have chosen to take matters into my own hands. I am declaring war on society. Heroes, villains, and civilians alike. Be Warned. The era of quirks is over. I’m taking back what once was. The quirkless will reign, the quirked will fall. This is my formal declaration of the war against quirks. I suggest you all prepare. Why? Because I am here.”

The screen went black with the simple name “Devolution” in bright red letters.

Chapter Text

“Hello, one and all.” A voice crackled alive from every screen around them. A man with short green hair and emerald green eyes appeared on the screens. He looked surprisingly young. He couldn’t be more than 25 years old. His eyes carried a dull and menacing look. “I have given you time and opportunity to fix our corrupted hero society. I have shown you the dirty secrets of the hero commission. I have shown how the people you call villains are created by your so-called heroes. You have chosen to ignore me. So, in response, I have chosen to take matters into my own hands. I am declaring war on society. Heroes, villains, and civilians alike. Be Warned. The era of quirks is over. I’m taking back what once was. The quirkless will reign, the quirked will fall. This is my formal declaration of the war against quirks. I suggest you all prepare. Why? Because I am here.”

 

The screen went black with the simple name “Devolution” in bright red letters.

Izuku stood there watching. He looked to the heroes who were doing nothing to save Katsuki. He could hear one of them say they didn’t have the correct quirk. He had to fight back a laugh. Quickly making his way to the nearest police officer managing the border around the villain, he used his pickpocketing skills that he’d been working on to grab the officer's gun. Quickly aiming for the slime monster’s eye, he pulled the trigger.

 

Bullseye.

 

The slime monster screamed, and in the haze of pain released Katsuki. Luckily the heroes took the advantage and quickly managed to get the situation handled. Izuku tapped the officer on his shoulder and handed the gun back.

 

“Hey! How’d you get my gun?” The officer asked.

 

“I simply grabbed it, sir.” Izuku replied.

 

“Kid, do you realize how dangerous that was? I need to take you back to the station. Not only did you steal a police officer’s gun, but you also interfered with professional hero work and illegally used your quirk to shoot that villain!” The officer was berating him.

 

“Um, sir, I can’t illegally use a quirk if I don’t have one.” Izuku spoke with a soft voice. The officer stumbled slightly. There was a pause as Izuku could see more eyes being focused on him.

 

“I need you to come down to the station with me, now.” the officer’s voice was somewhat disgusted. Izuku looked down. He knew that tone of voice all too well.

 

“Yes, sir.” Izuku spoke.

 

Izuku was taken into an interrogation room and was continuously yelled at. He never got any representation, and it seemed like his mother was never even called. He spent the night in a jail cell. The next day he woke up and was told that it was time for him to go to court.

 

Izuku was confused. He thought that usually, these things took time to give people time to prepare their defense. Walking into the courtroom was one of the worst experiences in Izuku’s life. Everyone looked to him like he was a villain. He saw his mother waiting at the front of the room.

 

He looked to her and she merely clicked her tongue and looked away. Izuku sat down next to her with his head down. The security guard called for everyone to stand as the judge walked in. The order was called into session.

 

“Ma’am, are you sure you don’t want a lawyer for your son?” The judge asked Inko.

 

“Yes, I’m sure. Can we just get this over with?” Inko’s tone of voice showed that she was clearly annoyed.

 

“If you insist. The defendant is charged with interfering with hero work, stealing a police officer’s gun, and illegal use of a firearm. How does the defendant plea?”

 

“Um, g-guilty, s-sir.” Izuku stuttered out.

 

“Very well, you are hereby charged and sentenced to 3 years in prison.” The judge hit his hammer. Izuku looked to his mother for any sort of sympathy, but she didn’t even look at him as she walked out of the courtroom.

 

The days passed and he was suddenly in a bus to his new home for the next 3 years. The first week was the worst. All of the new guy hazing that he expected, but surprisingly, it wasn’t any worse then what he’d been dealing with his whole life. After that first week though, things got surprisingly better.

 

For once, no one cared about the fact that he was quirkless because everyone there was forced to be wearing quirk-suppressant cuffs. For once, he was actually an equal with the people around him.

 

Quickly, the other inmates noticed Izuku’s intelligence and ability to analyze someone. Within the first 6 months, he already started getting paid for his information. People actually started protecting him from the other inmates.

 

The guards still had issues with him, but with his newfound protection from the other inmates, he was kept rather safe. A few of them started helping him work out more. Teaching him how to fight and defend himself. He learned quickly.

 

Around halfway through his second year, he heard the news about how some random group of villains had attacked U.A. Apparently, a student had died during the encounter. Izuku felt a pang of guilt when he realized that he hoped it was Katsuki who had died. He later learned that it was some short kid with purple hair and a pop-off quirk instead.

 

A few of the people that had attacked the U.A. had made it to this prison. He ended up having some very interesting conversations with them about the boogieman of the underground. A man who could steal quirks. Now that was something that caught Izuku’s eye.

 

The rest of that year seemed to continuously screw over U.A. Stain had ended up killing another student, and attacks from The League seemed to be once a month. Izuku couldn’t help but laugh when he heard a press conference about Katsuki being taken by the villains. He ended actually bursting out into laughter when he heard Pro-hero Eraserhead defending his old bully.

 

He watched as the man with multiple quirks fought against the world’s number 1 hero. Unsurprisingly, the villain lost and the hero won.

 

After that situation calmed down, Izuku started to hear rumors about a new person rising to power with a drug that could temporarily take away quirks. By that point, he was reaching the end of his second year and he couldn’t wait to get out and meet this person.

 

He was slightly disappointed when The League easily beat them. Apparently, the quick that allowed you to steal quirks also allowed you to give them. Allowing for the boogieman of the underground to pass it on to his much less responsible and mature protege. Izuku couldn’t help but smile at the man’s stupidity.

 

After that year, he stopped focusing on the news. He only had one year left in prison and he was going to make the most of it. He started making as many connections as possible. The formations of a plan began in his head. It didn’t take long for him to be able to fight like a seasoned pro. Using his opponent’s weaknesses against them. The guards stopped bothering him.

 

He had a bittersweet feeling as he walked out of the prison. Unsurprisingly, his mother wasn’t there to pick him up. Instead, he pulled out a phone that he had managed to acquire and called up a familiar visitor.

 

“Hello, Girain. I could use a pickup?” Izuku’s voice had matured immensely during his 3 years in prison creating a resonating and smooth base tone.

 

“Deku! It’s been too long! So, you’re finally out, eh?” Girian’s voice rang out through the phone’s speaker.

 

“Yes, indeed I am, and I believe it’s time to get set up in the real world. You can get me access to a laptop, right? After all, I’ve done so many favors for you, it’s only fair you return a few of them.” Izuku’s voice contained a slight edge to it.

 

“No need for that! I’ve got you covered. A car should be pulling up soon.” Giran’s voice contained a small amount of fear that not many others could hear, but Izuku knew it immediately.

 

“Ah, wonderful.” Izuku spoke with a smile. He noticed a black nondescript car. “I think I see it now. Glad to do business with you. Be sure to come to me for any future jobs.”

 

Giran made a small grunt of acknowledgment before Izuku hung up the phone. The car pulled up to him. He opened the door to find a small laptop waiting for him. The driver gave him a nod without meeting his eyes.

 

Deku sat down and smiled as he cracked his fingers. “Well then,” He muttered to himself. “Guess it’s time to get to work.”
