From the Fandom Games Rules, regarding Tributes dying and staying dead:
There will be an exception to this rule if and only if Ned the Piemaker is a Tribute. The same rule will apply as in Pushing Daisies: Ned is allowed to bring back dead Tributes immediately after their death, but the formerly dead Tribute must be replaced by another within sixty seconds/within the same para.
