This is an alternate version of what could have occurred in Cars 3 if Lightning had reacted differently to Storm. In the actual film, he makes peace with the fact that it's simply the age of the next-gen racers, and coaches Cruz.
However, what if he never did that?
What if he became bitter the officials allowed Storm to compete with him despite Storm being a newer, different design to him?
What if, instead of moving past his anger, he allowed it to stew, and started plotting revenge?
What if he took advantage of the lax Piston Cup regulations to finally have the #95 beat Storm?
What if he was willing to compromise the safety and the integrity of the Cup just to prove a point?

On one side of the coin, the Piston Peak Air Attack needed all the help they could, after the renowned Forest Barbecue of 2014. But finding the room to house new applicants - especially more aircraft up to Cabbie's size - was no walk in the park, and time was not on their side.
One the other side of the coin, Clutch needed the change of scenery, and they seemed to need her there just as much, but if she couldn't get her roommate to follow her lead, he might end up stranded again in mental health hell. At least it was somewhere different, where he didn't have to come face to face with history again.
...Well. So he thought, at least.
