Summary
Officially, the Coruscant Guard were a collection of specially-produced batches of Clones designed and trained for Military Police work, collected together to defend the Military and Political infrastructure of Coruscant. To the Senate, the Jedi, and the Public, they are a constant reminder of how much the war has consumed the daily life of the Republic. To the GAR, they're some warped mirror of their Brothers, enforcing strict regulations and uncaring for their own struggles.
Unofficially, the Coruscant Guard are the willing tools of the Sith, trained since they were decanted or pulled from the ranks of the GAR to be loyal not to the Republic, but to the Dark Lords. To the Guard, everyone else are ignorant fools who don't see what's right in front of their faces.
All of these viewpoints are, in some way, correct. And where there is a shared truth, there is overlap. And where there is overlap, there is potential for change.
(The Coruscant Guard are born, bred, and raised Sith. Now if only everyone else didn't try and bridge the gap.)

Now don't get him wrong, Sidious usually accounted for a great many things.
Potentially causing the end of the galaxy with a highly dangerous bioweapon? Yes, precautions taken.
Grievous or Dooku possibly getting tossed into the vacuum of space before the end of the war? Not ideal, but he could adapt somehow.
Windu and Skywalker somehow becoming the closest friends...ever? force forbid that should play out or he may be doomed...
Skywalker taking interest in and later marrying Senator Amidala? Yes, perfectly in the plans.
Should work out just fine.

Quinlan likes visiting the Coruscant Guard, and not just because annoying Fox is his favorite pastime. He enjoys the company and the cats, because no matter how hard the troopers tried to avoid it, their barracks have become home to a dozen or more stray tookas who formerly wandered the cityworld's dark alleys. So, fresh off a Shadow excursion and eager to see the Corries and their pets again, the first thing Quinlan does is strut straight to the barracks. While there, he happens to meet the Guard’s newest trooper - a likeable, sunny-faced shiny named Silver.
But when he returns the next day, Silver is gone.
Or, the story of how a chance meeting and a hungry tooka kitten led to Quinlan finding out about the reappearing clones, uncovering Fox’s unique way of saving his brothers, and helping the Corrie Guard bring the Chancellor’s plot to its knees.

“So, he’s just supposed to sit there and swallow their comments?” Fox asks, even though that is what he has found works best for him if he wants to be in his batchmates’ presence at all. “Trip’s been with us for three months. Before that, they spent all their waking moments together, and now they pretend like he is fundamentally different from them?”
Cody gets that mulish look that means he is all out of patience, so Fox knows he should brace himself. Yet, his words hit with an unfiltered force that he knows will bruise.
“Well, he did get assigned to the Guard.”
