Author, an evil and demonic scientist spends his time planning a “fool proof” plan to take over Blüdhaven after failing to, in Gotham City. His plan in the end working but not sending a clear message to the poor people living in Blüdhaven.

“You’re going to give me back my tyres,” Batman said.
His tone was unexpected, and it caught Jason off guard as he struggled to interpret the figure’s face. Or at least, what he could see from it. The inflection wasn’t quite a demand, nor was he politely asking either. The voice, though soft, carried a rough, almost gritty quality, tainted around the edges and lower than Jason anticipated. It seemed deliberate, as if Batman intended to deepen his voice, but it ended up coming out like sandpaper and unfamiliar, almost alien-like.
“Who said I took ‘em?” Jason cocked his head to the side, attempting a smile in spite of how his skin had turned to parchment.

Like Spider-Man, they keep the city safe and, from what we have gathered in the last two months, only one of them has access to magic or has enhanced abilities, which is Jason Todd. Again, as mentioned by Grayson before, Todd was the one who came into contact with our already known symbiote Venom, a high-risk subject if not handled properly.
"Spider-Man added some details on the handling of the symbiote, which read, and I quote: 'Unnaturally quick to bond with the host, responsive but strangely docile compared to my experience with the alien. Seems like the symbiote and the host have a proper balance in their presence, and it looks like Red Hood doesn't break a sweat in controlling when the alien is presenting outside his body.' End quote."
