An eevee get abandoned in Levincia city after refusing to evolve into a jolteon unwillingly, his trainer leaves him there after neglecting and ignoring the pokemon for most of the time its been in the trainers care. Eevee then is found by mysterious figure, (That's why penny is in the tags)
