It wasn’t that Phil was a bad dad or anything. He just chose not to be Tommy’s. Phil chose to not include him on family bonding time, fought harder for Techno or Wilbur to stay than for Tommy to. He chose to become a superhero, the Number One, in fact. And he chose to bring Wilbur and Techno along with him. Leaving Tommy, an 11-year-old, home alone most evenings and nights.
So Tommy survived, like always. Powerless, like always. -

Summary
Tommy was starting to wonder if the new wings on his back were a hallucination or not. Anything could go at this point. Tommy had hallucinated enough due to hunger and sickness to know when things felt unreal.
But then again, the shifting of said wings or even the slightest touch upon them was a constant reminder to him.
This wasn’t a hallucination or a dream.
The wings were real.
Or, Tommy grows wings in exile and gets "adopted" by SBI but with a twist.
Or or, Tommy is bird but refuses to bird out of spite
