It passed the X-ray scan, but I think there would've been plenty of eyewitnesses and surveillance videos to verify that Ned was the source of the purple light that blew everything up. The tour guide, the rest of the Midtown decathlon team, camera from the elevator if there was one...other witnesses close by...
