Thank you for commenting! Actually, physiologically - and some would argue psychologically as well - girls tend to mature faster than boys. Girls' bones actually "develop" faster, which is why girls tend to stop growing at an earlier age than boys. Girls tend to reach their maximal growth/height by the age of 16 at the latest, while boys can grow until 19. So it made sense to me that as a girl, Clara would develop powers at an earlier age.
