      The thing is any fiction with SHIELD not friendly will automatically tell that Clint, Natasha, Phill, Fury, Steve, Peggy and anyone else who works for SHIELD is not friendly in that fic.
      Idea is that Steve was found by SHIELD. So, obviously they will put there views in front of him about Tony and Natasha Stark which will make his charater not friendly until he finds out what is he doing wrong.
