I am planning to at least reference every character to some capacity, but not every character will become an active agent in the story. Of course, that doesn't stop mentioned characters from emerging as a full character further down the line, if that makes sense. And yes, all the characters we have met so far are somewhat close in age, even if some of the ages aren't mentioned.
Also, bosses do in fact exist in this world. Think of them as extremely rare, extremely dangerous monsters that you really do not want to run into.
