There's an element of reaction to the increasing prevalence of "it doesn't matter how long ago you held objectionable views, you are now soiled forever" among certain factions of the internet left/fandom involved in writing that speech. Also a lot of time spent thinking about the Christian concept of redemption versus the Jewish atonement-- I don't believe in redemption. And I think after everything he's lived through that makes sense as a view Julian would hold.
Hana was interesting to write because she started as this comedic offscreen presence who's petty and difficult in an entertaining way, and then she shows up on the page and it immediately becomes upsetting.
