Oliver was in a state of bewilderment- or maybe it was just shock. The MI6 building had just lost its roof- literally- so it would make perfect sense. After being cleared by medical, and narrowly escaping psych who wanted to assess everyone after such a tragic event- which, yes, it was quite traumatic, however, they did work in a fucking spy agency, so people were most likely used to death- he had been called to M’s office.
Or: how Q got his job and his first few days tackling the mess he's been left to deal with.

From the moment that Q had met Bond, he knew that Bond was going to make assumptions about him. From the spots on his face to the ties that he wore to the way his hair flopped down over his eyes, Bond was going to make assumptions about who he was as a person. He was going to assume that he was young (he was, but that's besides the point), that he was naive, and that he was likely inexperienced sexually and romantically due to his job, his genius level IQ, and his age.
Q loved to exceed expectations.

Q's lips quirked. "I doubt M would appreciate it. Probably make you fill out paperwork."
"M can get another agent, and get fucked while he's at it, " Eve growled. "Bond's crossed a lot of lines in the past, but this is different, Q. You bloody well dare to go and die on me, and I won't miss my shot next time."
But before he could figure out a response to that, Q's body was wracked by another coughing fit.
