Eli Salem and Cloud Strife met at the peak of their SOLDIER entrance exams as cadets. The two bond between the shared struggles of the new Midgardian city life and the program's fine prints. Eventually, they both make it into the entrance exams, where Mako will determine what subgender they're assigned and if it will get them into the SOLDIER status... Or the secret breeder project.
When the two present as Omegas, they're paired with Alphas of First Class. However, the science department starts messing with the wrong person and things go sideways for Shinra when their prized SOLDIER's rebel against them.

Cloud is a omega but omegas are rare and male ones haven't been seen in over fifty years or so. After twenty years, the town finds out what Cloud is and wants to sell him to the highest biding pack. Cloud wants none of that and escapes. Cloud believes he is defective since he is scentless, no heats, and no way to produce a child. Only has the animal ears and tail that match his hair color.
But, there are a few things the town and Cloud don't know. Like how male omegas aren't like female ones at all.

Rufus Shinra hadn’t considered himself the type of person who could bond with others easily, at least not on the personal, emotional level needed to form a true relationship. Everything was a series of exchanges and deals that could bring him closer to his goals, regardless of whose feelings he had to hurt in the process. A lifetime of being surrounded by people with a similar mindset had led him to have a sixth sense of sorts, for determining a person’s usefulness upon first glance, and exactly what kind of purpose they could serve him.
Which was why he knew from the moment he saw the strange, otherworldly child in the lab, he would be vital in his ascension to power, just like he knew he’d need more than a couple of empty promises and threats to sway what could turn into Shinra’s strongest weapon to his side. No, he’d need to be more creative than that, more “sincere.”
