The TARDIS needs new parts. The Doctor takes Rose on an errand to get more. The asteroid they travel to, Nine-Minus, is inhabited by a peaceful, remote community of laboratory scientists--humans, flung far from home and settled peacefully in a new galaxy with their alien neighbours.
Excitement is thick in the air: they have developed a new breakthrough in agricultural science that could be a game-changer for the other asteroid outposts in their solar system. The pair soon realise that there is something off about this whole situation. Alien meddling might be afoot. Rose was sure the ground she was standing in had melted with how quickly her face had warmed. She stilled, eyes blown wide, lips open, but unable to let a sound out of them.
He pulled away to look at her. His eyes were half lidded and his smile bright. His hair was slightly mussed, and his cheeks, she noticed despite her attempts not to, were pleasantly rosy.
It made his freckles stand out.
OR
After partying with the Tyler family the Doctor is sufficiently cheery and sufficiently inebriated and nobody trusts him to safely make it to the TARDIS. Rose, only marginally more sober, walks him back, trying hard not to think too hard about how touchy the alcohol's made him.

My head canon is that Bad Wolf made some permanent changes to Rose including telepathy and an extended lifespan. That's only sort of relevant here though.

And that was true too. Wasn’t that just a kick in the teeth? The fact that DI Hardy wouldn’t look at a woman other than his wife was one of the reasons Rose felt this way? The impossibility of this good man who had morals he lived like breathing. Rose knew it was silly to want someone you couldn’t have because they were too decent a person to want you back. She was sixteen though and she could afford to be a little silly.
Alternatively: Almost three years ago, Rose Tyler was the Hardy-Henchard's nanny. Now, after everything Rose and Alec are starting their lives over in Broadchurch. Together.
