Ra’s al Ghul was a dangerous man, who had absolute power behind the scenes. Ra’s who had all the resources in the world through dubious means. Ra’s who was already directly connected to the Wayne family. Ra’s who had almost killed Tim numerous times. Ra’s who had once demanded that he bear his perfect heir. Ra’s who was never shy about his attraction and admiration towards Tim.
Tim’s not naive. Young? Absolutely. But naive? Maybe if his parents were a little less neglectful, and the Bats were a little more affectionate. See, if things were any different, he wouldn’t have survived this far.

Fortunately for him, Ra's would always be there to make sure he had a good meal now and then and caught up on his sleep. A tranq dart to the neck and a dozen ninjas dragging him onto a private jet might be an extreme method of making sure a lover took care of themselves, but anyone who knew Tim well would agree that's probably what it would take.

If Ra's al Ghul had his way, Tim's place would be at his side, second only in the world to the Demon's Head himself. Trusted to carry out his orders and work to make Ra's dreams a reality whether Ra's was around or not.
But if Ra's can't have that, then he'll settle for the next best option. There was also a place for Tim on the board as a powerless captive, completely under Ra's thumb in every way, existing solely at Ra's whim and for his pleasure. That was easier to achieve, even going up against a man as smart as Tim Drake.
Such amusements would likely prove temporary. An immortal is used to playing long games; there was time to win Timothy over yet.
