But, the truth is, Quackity doesn't need Charlie.
And, that would have been okay.
But Quackity doesn't want Charlie.
Normally, Charlie would be okay.
It sucked being told Quackity didn't want him, but Charlie's been rejected before.
But instead of just telling Charlie he didn't want him, or even hitting him like some really mean crewmates had when they wanted him to leave, Quackity is sending him to the government.

Still, Quackity's not sure who else to reach out to about this whole...situation.
There are a dozen complications he'd expected to run into during this mission, but a child was not one of them.
And it's not even a happy, healthy, newly-traumatized child!
He could deal with that, probably. Some snot-nosed, sniveling kid would be pretty easy to hand off to the next Transit Officer he runs into, but Charlie was decidedly…not that.

Summary
Quackity feels like he could have done more, should have done more, if only to keep the worst from happening.
If he's being honest, there are much worse things that could happen. He's seen them, bodies hanging from flagpoles and children's corpses beaten so badly they barely look human.
So this isn't the worst thing that could happen, but it's definitely up there.
The Blood God sneers, leaning close enough for Quackity to feel the man's breath on his throat.
