Summary
The Emissaries realized their mistake, just before Kiya had slaughtered Blue and set forth the Orange Empyreal on the Prime universe. Drakkon deserved a punishment for all his misdeeds, but perpetual solitary confinement wasn't the way to do it.
They could shift the balance of Power throughout the cosmos if the Grid deems it necessary, why not shift other things?
So it went like this: The Red Emissary removed the toxic will of the Green Dragon from Drakkon, the Yellow Emissary removed his memories, and the Blue Emissary removed everything that made him a threat by turning back the clock and arranging a meeting with the World of the Coinless; an infant Tommy Oliver in hand, naked and confused and not quite a week old.
When they vanished, leaving the child behind, there was the mounting horror that came with it; showcasing that there was little left of what one would call mercy among the traumatized Rangers. Save one.
(Skull was always meant to be a parent. And Orange is always benevolent in its choices. Even enraged and in want of vengeance.)
