The Merciful One... really is merciful. The actions of the Council they serve in nearly destroy them, as well as their Teacher, Aaravos. But while these actions could destroy the world, there is hope in small, tucked away corners. A single spell fired off in defiance of the Council may yet bring forth fruit: may yet stay the hand of a father, righteous in his rage.
Though by the time any hope comes for them, it will be long overdue. Stars do not measure time in days, or weeks, or even years.
No member of the council would suggest that it was not right and proper, that if he wished to slay a dragon, he did so. I suspect we hoped it would be so, that he would vent his fury on the king with the heart of a rabid animal and pass over us like a wind. A stupid thing for the council to hope for.
