Jason had always been a good kid. A smart kid. Against all odds, he was kind.
He hadn’t been around a lot to raise him, but whenever he was out of jail or between jobs, it had been impossible for him to refuse Jason anything that he wanted. Not that he asked for much. Jason had been well aware of their financial situation; his asks required only time spent together.
Willis treasured those memories more than anything in the world.
When he’d been locked up this last time, he’d cried. Ten years. He knew he wouldn't get any more of those moments with Jason until he was an adult. Maybe not even then.
And then Catherine had died, and Jason had disappeared from the foster system within weeks of being placed in it. As sick as it was, he hoped Jay was homeless. The other option – trafficking – was even worse than the horrific life for a child on the streets of Gotham.

Willis James Todd served his ten-year sentence, which was reduced to one year for good behavior.
It's been fourteen years since worked for the Two-Face.
He's also been on parole for two years.
Three years passed when he was informed in prison about his son's death, and everything fell apart for him.
After those two years of freedom, he stays away from crime, works, attends his scheduled therapy sessions as part of his rehabilitation program, and currently suffers from insomnia.
But something has changed in recent weeks.
He doesn't know why he receives several nightly visits on different random days of the week of the new Gotham player, who has quickly become known.
The Red Hood visits him in his apartment and speaks to him as if he knows him.
But something Willis doesn't dare say out loud is that the Red Hood often reminds him of his dead son. -

“We have a situation,” Dick frets.
Bruce is quiet, waiting for Dick to continue.
“I went to Jason’s house earlier, but he didn’t answer the door, this other man did, and I... I think it was Willis.”
Bruce sighs, pinching the bridge of his nose. “Dick, Jason’s father is dead, he has been for years.”
“I know that, but, but I looked at the file, and it’s definitely him, he’s alive, I don’t know how, but he is.”
“That can’t be right,” Bruce scowls, furiously turning back towards the computer, presumably to look over the files himself.
“That’s not all, though,” Dick presses, suddenly nervous. Whatever it is, he is clearly worried about what Bruce’s reaction might be.
“What is it?” He growls.
“When I went there, I saw–I–” Dick stops, swallows, and ‘rips the band-aid off,’ so to speak. “Bruce, I think Jason has kids.”
