    Izuku Midoriya and Hitoshi Shinso are never going to be the kind of heroes that make civilains think ‘oh, thank god we’re saved,’ when they arrive at the scene. There's too much prejudice against them, so a kid with a villain quirk and one with no quirk at all are never going to be able to inspire that sort of trust.

    So instead of becoming heroes that bring hope, they decide to become the next best thing.

    The kind of heroes that make villains think, ‘oh, fuck, we’re screwed.’

    Tony Stark saves the world. He dies minutes later. Peter comes back from the battle to a world that’s changed three times over: first with the Snap and his death, the next with the Reverse Snap that ends the Blip, and one more change, courtesy of an accidental thought during the Reverse Snap: the unification of two separate universes into one. This last results in a physically larger planet, and several new cities, fully formed and inhabited, popping into existence around the world. Gotham City. Metropolis, Keystone City. A few others.

    Peter takes this news the only way he can: he accepts it and moves on. So he does. Peter is still reeling from the war against Thanos, but he keeps pushing forward. The realities of this new world find him later, when he visits Metropolis with J. Jonah Jameson for a conference.

    Even now, these people wanted to make sure that Izuku was reminded that he was only playing the part of a hero, not actually being one. Izuku wasn't allowed access to heroism. Izuku was only an asset. A pawn. A tool for the Commission to use and abuse with no consequence to themselves.

    Breathe in. Hold for Four. Breathe Out.

    Of course he knows he’s a pawn. He’s far too intelligent to not have figured that one out. But, still, he complies. He follows along because who else does he have? He’s abandoned, Quirkless, functionally useless to civilian society. At least this way he can be as close as possible to his childhood dreams of heroism.

    Loyal asset of the Hero Public Safety Commission, Izuku Midoriya is ready for his next assignment. He was expecting to be up against powerful quirks, he was expecting to walk a fine line between the Commission and UA. Hell, he was even expecting the beady-eyed attention of Principal Nezu. The only thing no one was expecting - not the HPSC, not Nezu, and certainly not Izuku - was the wild and welcoming chaos of Hero Course Class 1A. Will they be enough to break Izuku out of his compliance?
