Midoriya has a quirk, but with it being a supposed villains quirk then he isn't treated any better than if he didn't have a quirk at all. After doing something horrifying at his school he realizes he must run away because he can't help but do bad things. While doing those things might be proving his former bullies right it still made him feel good.
