OR, King Dream finds Tommy lost and alone in the woods, and after failing to find his family, he adopts him as his own.
This becomes an issue when his family shows up and thinks that Dream has kidnapped their youngest.

“Good.” Tommy still looked nervous though, and he hunched his shoulders down, somehow making his already small form even smaller. “Because… because they’ll bite you.”
“Good for them,” Wilbur said, “I don’t want you feeling unsafe here.”
OR, Prince Wilbur finds a raccoon hybrid by the name of Tommy in a palace storage room, being fed and cared for by an army of raccoons.
So Wilbur decides to adopt.
