Despite it being the narrows the streets were still packed with people,gotham was a major city afterall and so many (annoying) tourists swarmed to the city every year to see the pretty architecture or to get a glimpse of the fabled vigilantes that swung through the city at night.
Duke used to look up to the bats as well before he saw the truth,Batman wasn't some hero. He didn't come when Duke and his parents needed him,he didn't stop the joker from ruining his life,he didn't even kill the sick clown!! He just threw him back into arkham where he'd eventually break out and kill more innocent people,batman wasn't helping anyone he was just delaying the inevitable…Annoying hero worship of Batman aside the tourists had one good thing about them,they usually carried large amounts of money on them, often cash which was good news for a hungry duke who could use some money for a quick meal.
