In a patch of red flowers, she kneels down and picks the stems. The girl stands with a bundle in hand and runs back to the giant tortoise that’s slowly made its way closer to her.
“¡Las amapolas son mis favoritas, Agustín!” Poppies are my favorite, Agustín! she exclaims, showing off her findings to the reptile.
“¿Disculpe?” Excuse me?
The girl startles, looking around till she spots where he’s sitting.
“Hola.” He gives her a wave. “¿Hablas inglés?” Do you speak English?
Or, Wilbur gets lost in the jungle. There he finds a little girl and her tortoise protector.

Summary
Before, being asked a question without permission to speak would’ve been a test, a trick, but now it’s not an option. He hadn’t been able to be trained out of it, so he lost that right. Tommy's much less annoying like this and gets far less punishments when he can’t even break the rules. So, why did these people keep asking him questions? Do they not know the rules?
They think Tommy is selectively mute, he’s not the one selecting. Magically muzzled, he can only respond if ordered to.
