Rob Lucci was the best agent in Cypher Pol number 9. They already have confirmed the boy exists. According to the vermin in the trash dump, the kid usually hangs around the mountains. Some say he’s staying with bandits; others have heard him mention the village. Either way, he exists. Has for over 14 years.

Regardless, he had to be taken care of. They wouldn’t find him in his home-turf. They have been searching for a few days now. Clearly, the boy knew how to hide. They went towards the mountains now. One of the filths knew the location of these so-called bandits he could be with. The Dadan family was well known on the island. With a bounty of 6.000.000 Berri, Curly Dadan has earned herself a reputation in the area. She was the most likely to willingly hide someone like this Luffy. Likely for some form of compensation from the revolutionary...---

Summary
Now, hindsight is always 20/20. In that moment he would’ve usually kept going until he found an opening. But he was tired and, to reference Six, fate’s a bitch. “Crude, but true.” Thanks.
So, as fate would have it, All for One had the foresight to realize how incompetent this guy is. And, in the barrage of rubble and trash, Izuku was unable to use Danger Sense to actually find out what was approaching him. That something turned out to be a hand. A hand that quickly changed course and grabbed him. And as his vision flooded with colors and lights, blurring his surroundings, he just barely hears an unfamiliar voice.
“Master will be pleased to know you won’t be an issue anymore. I don’t really know where this will send you, but so far, no one has ever returned. Farewell little hero.” Those were the last words before his body exploded in white, hot, pain.
Then, there was darkness.

Summary
Danny would like to say for the record that it was not his fault.
In fact, Danny would say that it was entirely Clockwork's fault. After all, he wouldn't even be in this situation if it wasn't for that cryptic time god.
But what was his fault was the fact that he kept helping.
He kept taking the cash from the assholes (and damn there were a lot of assholes near where he lived) messing with the residents who lived in the area. He kept accepting their offers of food. So because of this new routine that kept him able to afford to rent out his shitty (and possibly illegal) apartment and the hunger pangs sufficiently satisfied, rumors grew.
tldr; after Clockwork dropped of Danny in Gotham he tries to make the best out of the situation which includes helping out some people. Except along the way that led to rumors that he was an up-and-coming crime boss. A rumor he was largely unaware of.
