If Mushi is a firebender, it's not his fault. The people of Ba Sing Se don't like firebenders, but Mushi fought on their side. He helped liberate the city. And everyone here likes him.
If Mushi is just an ordinary firebender, then he can be forgiven, because everyone knows that the world is changing and that the current Fire Lord is trying to bring peace.
But if Mushi is Iroh, the Dragon of the West, then the situation is completely different.
Ba Sing Se will not forgive the Dragon of the West. Ever.
