If he'd mentioned to Tommy that he wanted to kiss him and Carol sometimes when they were all sober, it would've lost him a friend, but they were all buzzed, so when the topic got brought up, they were into it.
In public, nothing changed. In private was a whole other story, and it worked for them.
Steve had to think of the future though, so he dated around, and when he got together with Nancy, he ended things with Tommy and Carol. When he sees Nancy with Jonathan in her room, he loses his temper, and Carol and Tommy are right there at his side. They're with him when he gets in a fight in the alley by the movie theater, and they're with him when he goes to Jonathan's house to apologize. It means that they're all there when the demogorgon shows up.

Summary
Tommy returns to Hawkins, an English major pretending to be an engineering student. He's totally lame now, that's kind of okay. At the diner having a stilted conversation with Carol, he sees a familiar face that reignites his friendship with her.
Carol has always known what he is. They’ve never talked about or even alluded to it, but she knows. She’s always known. The way she looks at him now is less pity and confusion though, he doesn’t know what it is, but it isn’t hatred. “Odd company he’s keeping,” she says, tone light.
He scowls at her. “New girlfriend.”
“Mm. Looks it.” She laughs. “Jesus, you never used to get that jealous over me.”
His mouth goes dry and he thinks he goes crimson. What happened to not talking about this? “I got very jealous over you and Martin Terry,” he says, off kilter and distracted.
