Garrus was the nerdy kid at the Citadel school who got beat up because of who his dad was. Shepard was the scrappy, angry duct rat who stepped in to save him. Garrus fell in love instantly.
Their relationship changes a lot over the years, and so does the world. It feels like a game he doesn't know how to play, much less win. He has no choice but to keep trying.
