Summary
A contract means SHIELD plans to use him in the field. They want a soldier. A weapon. If the asset can demonstrate his value as an operative, SHIELD might never consider using him for anything else.
It offers a measure of protection, slight though it may be. But—
It isn’t a guarantee, Captain Rogers said. Not yet. The asset will have to earn it.
The asset resolves to meet every expectation SHIELD raises. He will comply with every demand. Follow every order.
If he does that, if he can keep SHIELD satisfied with his performance as a weapon— Maybe they won’t have time to consider other ways he could satisfy them.
It’s a possibility. A hope, tiny and vulnerable and the asset should know better—he *does* know better—but he holds on to it anyway because— (Maybe things will be different this time. Maybe, if he’s good enough— If he doesn’t ruin it for himself like he *always* ends up doing—)

Tony looks up from the holograph, glancing around the rest of the room. “Based on what we’ve discovered in Barnes’ files, my guess is it’s a subliminal message. Broadcast to trigger Hydra’s favorite toy soldier.”
“Trigger him to do what?” Steve demands, unease beginning to churn in his stomach.
“His files host evidence of substantial Hydra-embedded behavioral conditioning,” Sam remarks. “Which means the code could potentially trigger any number of things. There’s no way to know for sure. Not without Barnes’ input.”
“The only way to find out,” Tony says, slowly, “would be to show it to him.”
OR:
Someone's trying to talk to the Winter Soldier. Steve intends to find out who.

Summary

Summary
“Bucky?” Steve calls softly, and Bucky halts, going preternaturally still.
Steve finds himself thrown back to that day on the bridge, staring at the assailant who’d worn his best friend’s face, a flame of hope fluttering in his chest.
It’s with similar feeling that he watches Bucky slowly raise his eyes to meet Steve’s, and a similar agony pierces through him as Bucky stares at Steve with the same blank eyes of the Soldier.
“Steve,” Bucky says, after a too-long pause, brow ever-so-slightly furrowed.
His gaze goes to Sam as if he’s seeking reassurance. As if he needs confirmation that what he’s seeing is real. Only after Sam has offered a subtle nod does he look back at Steve, face pale as milk, and very empty.
“How— Why are you… here?”

Steve's epic stupidity and bad decision-making have unintended consequences.

Summary
Steve falls from the Helicarrier only to wake up, severely injured, to the realization that the Winter Soldier has absconded him away to an abandoned Hydra facility. He doesn’t know why the Soldier rescued him from the Potomac, or why his masked captor treats him as anything but a captive, as he undertakes the task of nursing Steve back to health. He also doesn’t know why certain things the Soldier does resurrect echoes of a man long-dead. Echoes that make Steve’s heart ache with grief.
