As the Alien delegation swiftly left, Prime Minister Levy let out a sigh of relief as the tension gathered during the meeting began to slowly wear off. In her opinion, the meeting went quite well. More than what she had expected, except for a few bumps and roadblocks of course. Now that was done, she turned her attention to the more pressing issue at hand. Discussed with her advisors, ministers, and military commanders the potential implications should they accept the custodianship plan proposed by Ambassador Lya of the Nox. It was a discussion she was looking forward to as she wanted to know what her cabinet and military leader thought about the plan in general. This will be an interesting discussion for her indeed.
"So gentlemen, with the aliens now gone and being escorted to their accommodations as we speak. I want to know your thoughts about the custodianship plan. So does anyone have something to say regarding this matter?" asked Levy to her cabinet and general staff.
"It is an interesting proposition made by Ambassador Lya, that is to say for sure," remarked John Krulak. "Although, I have some doubts and concerns. In my honest opinion, this is probably the best deal I have heard that will provide us with the best benefit to our nation."
"Well yes, assuming what they are saying about the Protected Planets Treaty is true of course," Special Agent Kramer reiterated his statement. "For all we know, they could very well be telling us a complete lie to deceive us. So do try and take her words with a grain of salt, if you would."
Nearly all those within the room rolled their eyes at his statement. As if to scoff at his response or be annoyed by his erratic behavior. The actions of Special Agent Jet Kramer have nearly caused the entire meeting with the alien delegation to completely break down right there and then. There was a limited amount of patience that the officials within the Solar Government could tolerate with the erratic agent. The same goes for the admirals, generals, and officers of SolForce. Already, the unusual strange behavior exhibited by Sol Intelligence and their unpredictable and inconsistent operations is making her doubt the organization's competency and general effectiveness in ensuring their safety. Combined with recent failures over the Stargate expedition debacle and the impulsive threats they have made against the alien delegation. Which would have undoubtedly caused a major diplomatic crisis or god-forbid a war. All of this has made Sol Intelligence an uncertain agency to deal with and a major liability for her government.
It was a view that she shared with her closest friend, General Robert Leftcourt of the SolForce Marines. Sharing a glance, in support, the Prime Minister made a note to send her trusted agent to investigate Sol Intelligence discreetly to find out exactly what was going on within the organization. Investigating Director Myron Faulke especially, who was in her opinion becoming more and more unpredictable as the ongoing situation with the aliens continued to fester. If a push comes to a shove, perhaps Sol Intelligence is due for another round of cleanup, reform, rebuild, and general sterilization.
As if to break the tension within the room. The Minister of Trade and Industry stood up to pitch her thoughts on the matter at hand. "I believe we need to look into what this custodianship would mean for us all," She presented, "The point here is the implication of what the custodianship will have on our very nation. I think that is what we should be looking out for."
"Now, didn't you hear what just I said?" Special Agent Kramer chastised, "We shouldn't be getting too excited about this propose, less it'll be a trap set by these aliens. Remember that Idiot!"
"Enough, you are out of your line again, Special Agent!" Levy shouted at the man giving him a glare of disapproval, "Do not make me repeat myself! Let the minister speak, Minister you may continue."
"R-Right," stammered the Minister, who was caught off-guard by the sudden harsh remarks by the Sol Intelligence agent. Straightening herself up, she continued her pitch, "I wanted to point out that we need to look into what this proposal would entail for us all. Starting first with the potential trade and resources we can achieve with these worlds within the treaty's protection."
"What do you have in mind?" asked Prime Minister Levy, "Especially, regarding potential trade with these worlds, whom I suspect will potentially be primitive when compared to our civilization. Do you have anything that the inhabitants of these worlds may want to trade with us for?"
"Of course, Prime Minister," replied the Minister, "We can trade them with commodity goods such as minerals, foodstuffs, and low-technology in exchange for access to land to build bases, carefully selected companies to conduct business within their world, and permission to survey surrounding star systems for key resource sites to exploit as well as future colonial missions. With the galaxy now potentially open to us, it has the potential to grant us many opportunities and many threats."
"I see," nodded Levy, "Going back to what we plan to trade these worlds with, I am curious about what kind of low-technology are we willing to trade with. Can you please clarify this matter?"
"Of course, Prime Minister," replied the Minister of Trade and Industry, "We aim to trade with them low-technology from our stockpiles, namely the ones located in one of the colonies throughout our interstellar dominion. Of course, we can't forget the fact that we might be dealing with planets that could potentially be more primitive than we have thought. In that case, even the lowest technology at our disposal would equate to nothing more than magical in the eyes of the inhabitants of these worlds. Therefore, we would be regulated to trade with just minerals and other foodstuffs. It depends on the technological development of these worlds."
"Understood, anything else you that would like to mention?" asked Levy.
"There is one thing to note, Prime Minister," said the Minister, "And that is the potential for the creation of new trade routes that will undoubtedly bless many of our utmost frontier worlds. Think about it, new routes mean new sources of wealth to flow freely from. If I am right about this, then this could potentially solve one of our long-standing issues once and for all."
Minister John Krulak smiled, "Indeed it will, she is right this will solve that issue once and for all. As you all are aware, there has been a major standing issue between the Sol Sphere and the colonies within the interstellar dominion. A problem that we, the Solar Government have struggled with for roughly a few thousand by now. A problem that time and time again has reoccurred and caused major problems to the stability of our civilization. That problem is an acute one that has been a major thorn in our side and is a direct result of the cause of the War of the Great Sundering. That is the severe economic disparity between the Sol Sphere and the colonies."
"Yes, and it has been a problem that we have struggled with constantly ever since," added James Donovan of the Home Ministry. "But with the potential of upholding the position of custodianship to the Protected Planets Treaty, what it brings us one step closer to finally helping us solve this problem once and for all. A sentiment that is shared by my colleague in the Ministry of Colonization."
"Indeed, it will help solve this issue in many ways," explained the Minister of Colonization, "As you all are aware by now, the situation between the Sol Sphere and the colonies across the Interstellar domain is for a of a better word precarious. It was a mistake we failed to recognize early on and a mistake we did nothing about until it was too late to do anything about it. All of this is because of our precarious population and industrial distribution. Our name says it all. We are called the Solar Government, not the Human Government, the Terran Government, the Interstellar Government, or the Whatever Government. And even thou we have a healthy number of colonies. We still have eighty-six percent of our population within the Sol Sphere. That's nearly 36 quintillions in one tiny area of space against 6 quintillions across a star-spanning empire with a radius of twenty-nine thousand light years. This is not counting the twenty-five quintillion souls who are now living as digital transcendence. Those in question also lives in the Sol Sphere across our countless purpose-built Matrioshka and Jupiter brain. We lose the Sol Sphere and the rest of our colonies are not better than a low-level interstellar nation. Devoid of all the technological miracles and the vast economic wealth of the Sol Sphere."
"Regrettably we haven't been able to convince our people to move away from Sol to the outer colonies," said the Minister of Labour, Invalids and Social Affairs, "Our colonies throughout the Interstellar domain are just not up to the standards in terms of infrastructure, education, and general quality one would expect back in the Sol Sphere. This does not add to the cost of terraforming these worlds, to begin with. Historically, planets and colonies across the interstellar domain have been surprisingly barren. Adding to that fact is the other cost of maintaining the terraformed conditions of these worlds. Which we know are terraformed to the point of having environmental conditions that are sub-par compared to what we can find in the Sol Sphere. There wasn't enough investment and vested interest within the public in making the whole domain into a massive garden of Eden. This, in itself, explains the lack of quality in terraforming these worlds. The only reason why we haven't abandoned the entire domain completely is because of its unique economic value to our nation. The economy of the region is mainly fueled by the mining industry and agriculture which is vital to sustaining the large population back at the Sol Sphere. Combined with supplying the necessary raw materials for our massive engineering projects and sustaining our daily lives. Adding to that is the unique niche of other industries established thanks to the Royal Engineers Society. Otherwise known as the Mechanicus, they have spent many resources on specially established forge worlds as part of an initiative to boost the Interstellar domain's economic value. With varying degrees of success. But even that had not been effective in moving people away from the Sol. It is for that reason that we haven't been able to attract that much investment into bringing these colonies up to par with the Sol Sphere."
"Moreover, combined with the lack of interest and investment within these colonies. Some of the infrastructure established within these colonies are millennia out of date," added the Minister of Construction, "We even have cases of colonies with existing infrastructure in place which date back to the pre-Golden Age of Technology era. It is for that reason the economic disparity exists and because so many colonies across the domain are in the same situation. This has also caused a feedback loop where previous governments of the past have continued to ignore the problem until it was too late. An issue that was caused by the eye-watering cost of trying to feed money and resources to redevelop these colonies up to the standards set by the Sol Sphere. Combined with other important projects in mind, the government at the time had eventually decided against redeveloping these colonies in exchange for continuing the development of the Sol Sphere. A choice that would have drastic consequences as time went on and the Sol Sphere continued to advance. The colonies found themselves unable to keep up. Eventually, something broke and it broke indeed. The Great War of the Sundering began. First, it started with protests then riots, and then it escalated to an all-out rebellion to a full-scale uprising and subsequent war. By the time that madness had ended, the colonies were in ruins and the cost combined with repairing the war damage was now even higher than before. Since then, we have struggled to find ways to repair this mistake, at least if we want to do a repeat of the Sundering that occurred previously. Which we know is not an option. But now we have an opportunity to finally solve this we must plan to make use of this opportunity to the best of our ability."
"So what do you have in mind?" Levy asked curiously.
"Firstly, we plan to focus initially on our current holdings," explained the Minister of Planning and Investment, "We can't exactly do trade and create potential lucrative trade routes with most of our colonies in ruins. We need to get at least some of the potentially strategic colonies up and running with basic infrastructure repaired and life restored to normal. Then when that is done, with the new future trade flows and the cash coming in. We can then turn our focus to the other colonies and begin to repair them as well. That is step one, step two requires us to begin gradually moving our population away from the increasingly overcrowded Sol Sphere to the newly reborn colonies. We aim to use the potential wealth of the trade to incentivize people to move to the colonies for a better life. Along with the prospect and excitement of future colonization, we have in store. But I'll have the Minister of Colonization explain that."
"Yes colonization, while that may look odd from a practical standpoint, considering we have more than enough colonies to fill our current holdings efficiently. We needed something that would incentivize our citizens to move out of Sol. The Ministry of Colonization has chosen to conduct a massive colonization program as our solution to this problem. Originally before this whole alien business, we have indeed believed that this would be our best bet for achieving our overall general goals altogether. With the discovery of the Stargate under the sands of Egypt. We have been given an opportunity unlike no one ever. At the time, public interest in exploring the unknown and the greater galaxy was the strongest. It was only at that time that our citizens had the very thought that leaving Sol wasn't all that bad. And despite the failures of the First Stargate Expedition. Interest in exploring the unknown remained strong as our citizens now fear what lies beyond and the need to know more about the universe and galaxy we live in. As such, a colonization program was conceived to help with our overall goals." The Minister of Colonization explained.
"And where would this colonization program take place? What is the destination you have planned for this endeavor and how do you plan to conduct this colonization program anyway?" Levy inquired. "That is what I want to know."
"That is a good question, Prime Minister," replied the Minister, "To explain, the current colonization plan we have now is a plan we have had since we conceived it following the discovery of the Stargate seven years ago. The idea at the time was that the colonization program was going to be created to support any future mission through the Stargate. The plan was called the Macross initiative, named for the colonization fleet in the ancient Japanese anime of the same name. The Macross initiative would see hundreds if not thousands of independent fleets consisting of massive self-sufficient City-Ships to Craftworlds, carrying roughly billions of colonists who will depart then our space and depart into the unknown. The basic idea was for our SGC teams to use the fleet as a point of resupply and base of operation to conduct exploration into the worlds connected by the Stargate Network. When a suitable planet was found for our colonists to settle, the ships would land and create a colony. After a few years or so, the same ships will then depart from said colony to go on a journey to find another suitable world for colonization. It is to be noted that several of the colonists remained behind in the newly established colony world to build up infrastructure for cities and were tasked with ensuring the colony would be prepared for future immigration. While the rest of the colonists would then depart the world and find another. The Macross initiative was designed with an island-hopping approach so that we could maximize the number of resources we could carry and conduct an efficient colonization of the world. Moreover, it was also designed to ensure a swift rapid expansion into the unknown. We didn't know what was out there and if there existed an alien civilization more advanced and larger than us. The general idea was based on being perceived as a major power to deter any threats that may have a go at us. That is the plan we had in place initially before the whole Goa'uld incident occurred and the Stargate program was nearly scrapped. But with the new opportunity given to us, that may change. I have already begun making plans for the Macross program to return. As well as making changes to take account of this new reality."
"I see, so what changes have you made to this initial idea?" Levy questioned, intrigued at the prospect of the ambitious plan established by the Ministry of Colonization.
"Just a few minor changes and modifications to the original plan. Nothing too beyond what we haven't planned for," said the Minister of Colonization, "We had to make these changes to take account for the galaxy, which now we know is populated with intelligent alien life along with containing countless inhabited planets of all varying types of societies and civilizations. As such, one of those modifications to the exploration fleet initiative is to redesign our city-ships and Craftworlds to be capable of operating not only as a massive planet or colony in space. But also serves as a major hub and center for trade and commerce. Adding to that point, we also include a need for the fleet is for the fleet to serve as a massive base of operations for the SolForce Pioneer Corps and the Solar Government Geological Service. They will use the fleets to conduct their mission to survey new undiscovered areas in these regions. The Geological Service especially will offer bounties to those willing to explore these frontiers. These incentives we hope will allow us to bring more people out of Sol with the opportunity to explore the unknown. Along with the Pioneer Corps Pathfinder program that aims to train humanity's next generations of brave and valiant explorers to venture deep into the unknown. There has been a debate between the Pioneer Corps and the Stargate Program about merging the two organizations. Since the mission of the Pioneers and Stargate Command was so similar. But we haven't been able to come to a clear consensus on the matter."
"Indeed, there has been a lot of argument about this before, especially after the discovery of the Stargate and the debate on who shall take the lead on the exploration of the other side," explained Admiral Stacker Pentecost, "As you all are aware, the Pioneer Corps branch of SolForce is responsible for conducting domestic security, search and rescue, and law enforcement combat operations. In peacetime operations, the SFPC is a civil defense, military, and multi-mission service unique among the Government's military branches for having an interplanetary law enforcement mission with jurisdiction in both domestic and international space and a federal regulatory agency mission as part of its duties. In wartime operations, the SFPC is the "tip of the spear", capable of operating without the guarantee of artillery vehicle aircraft or support assets and charged with the defense of military vessels and installations from hostile forces, its mission profiles make the SFPC uniquely suited for rapid-deployment expeditionary warfare, unconventional warfare, and information warfare. Our three primary goals are to maintain the security, safety, and stewardship of the Sol Sphere. The corps aids navigation, conducts traffic management, relays communications, and performs orbital search and rescue operations. Although it operates independently, the Pioneer Corps will work with other military services, and organizations from the Solar Government Constituent Republics, by providing ships and services. Despite its focus on space, the corps will be requested to participate in terrestrial operations because of its skills. Due to its formation before the formation of SolForce, the Pioneer Corps is known as the senior service of the military. In a way, we operate missions similar to the Marines during times of war and conventional water-born Coast Guard in times of peace. The organization of the corps is highly decentralized, with even junior personnel expected to take on substantial responsibilities allowing us to be extremely flexible more so than other service branches across SolForce. This unique feature has allowed us to act with well-known rapid responsiveness in a wide range of emergencies, and we are one of the few organizations with permission to operate in every republic of the Solar Government. We have bases almost everywhere, across our constituent. Along with having A network of relay and refueling stations that are maintained across the Sol Sphere by the corps, mainly to support the corps' starship fleet. But we also conduct exploration missions as well in conjecture with the Government's Geological Service. Our duties are many."
"As such, as explained here by the Admiral. It is this factor in particular about the Corps, is why we have yet to make a final decision on the matter of what to do with the now-defunct Stargate Program," said the Minister of Colonization,
"So I see, you want to know my thoughts on the matter, is that right?" nodded Levy.
"Indeed, that is correct, Prime Minister," Replied Admiral Pentecost.
"In that case, because of how similar the two organization was designed to operate, perhaps we could come up with some comprised?" Levy suggested.
"Perhaps so, however, I must discuss this with my colleagues and admirals first before coming to a definitive conclusion," said Admiral Pentecost.
"Do as you will, do let me know once you come to a definitive conclusion," Levy replied.
"Of course, Prime Minister," replied the Admiral.
"Now then, moving on I'm hearing that the Geological Service is also involved in this plan, is that correct?" Levy put-forward.
"Yes that is right, Prime Minister," replied the Minister of Natural Resources and Environment, "When the Macross initiative was once again brought back into the discussion after the revelation of the aliens. The Minister of Colonization came to my Ministry asking for our inclusion into the initiative."
Levy intrigued, pressed further, "May I ask what your ministry's role was within this initiative?"
"Mainly the exploration and exploitation of new resources and minerals, Prime Minister," the Minister answered clearly and definitively, "As many of you are aware. As the human race continues to expand its territory and raise the general standard of living, the demand for industrial resources continues to grow. Many planets, moons, and asteroids contain a wealth of resources, but as you are all aware many systems, even now in our territories of the interstellar domain have barely been charted, let alone thoroughly surveyed properly. Unmanned probes are one solution, but they are often lost to space hazards, unforeseen circumstances, incorrect, wrong, or false reporting, to theft by salvagers, raiders, or pirates. As such, we are commonly forced to rely on other means to survey these systems. In recent years, SGGeS, the Solar Government Geological Service, has offered bounties to private individuals or teams willing to perform mineralogical surveys on the frontier. This survey data is made publicly available for further corporate development. Due to the cost of travel and the dangers of operating in hostile worlds, it is we admit, rarely a profitable endeavor. What we aim for these teams to look for are these key resources based on these criteria"
The minister took out his datapad and began displaying the information for those in the room to see via the room's central holographic display. The displayed showed these key criteria:
LIGHT METALS - Metals with low atomic weight are often used in the construction of spacecraft and vehicles.
HEAVY METALS - Metals with higher atomic weights are used to construct equipment components. The platinum group elements are particularly useful.
RARE EARTHS - The most useful materials in this category are radioactive or magnets.
GASSES - Various gasses are required to support all known forms of sapient life. Some are commonly used as fuel.
"As you can see from the criteria we have listed. These are the vital resources the Sol-Gov Geological Service is looking for when searching for a new area of space to explore and exploit. We aim to achieve that same exploration out in the wider galaxy. As such, we have collaborated with the Minister of Colonization on several things regarding the Macross initiative. One of those things, in particular, is the creation and addition of industries pre-fabricated within the city ships and Craftworlds of the fleet. The industries in question will be about deep-space mining and mineral exploitation and processing. The general idea we have here is for these ships of the fleet to be able to serve two tasks at hand. One is the colonization fleet to bring our future colonist to their new home within the wider galaxy. The other is the exploration of new minerals and raw resources which will allow the ships of the fleet to serve as a major commercial hub for future trade and exploration. We have spent months planning to create specially designed docks and ports within these vessels to act as a major commercial hub wherever and whenever these ships go deep into the unknown. Capable of holding every cargo, tanker, bulk carrier, Planet Cracker mining vessel, etc. The fleet will have it all, serving as a nomadic civilization traveling through the stars. As such, as you can see, Prime Minister. Our involvement within this program is very extensive, we have a lot at stake here, and a lot of investment is being spent banking on the success of this initiative. So you could say our involvement is a major factor in funding the Macross Program," explained the Minister of Natural Resources and Environment.
"I see," replied Levy, "Well then, that has been an interesting explanation. Now going back to the good Minister of Colonization here. There is one thing I am most curious about, which I would like to ask the honorable gentleman."
"And what is that Prime Minister?" asked the Minister.
"With all this talk about colonization and the incentives to get our people out of the Sol Sphere. I can't help but wonder, what are your plans if this doesn't work as well as you might think? Levy inquired. "I could come up with many ways how people will not take interest in and embark on this journey into the unknown wider galaxy and would rather stay put here at Sol. After all, as far as they know, the Sol Sphere is safe compared to the wider galaxy. Moreover, people are lazy and would rather live a life of luxury right here at Sol than explore the unknown. So I wondered if your program had any backups for this inevitability."
"I admit, we do have such a plan in place if that inevitability would occur, Prime Minister," replied the Minister of Colonization, "It is, in the opinion of my colleagues, a very questionable plan. I am a bit hesitant about one only if the situation requires it. I intend to use it as a last resort method, Prime Minister,"
Levy frowned in response, "Oh, what is it?"
"It is cloning, Prime Minister," explained the Minister, "That's right cloning, the plan entails the use of clones and cloning to quickly populate the newly established colonies of the wider galaxy with the hopes of achieving a population of roughly 1.4 trillion within the next fifty-five years via this technology and two trillion more in the next few decades to come. Despite the advantages that cloning might give us as presented here. It is still, in our opinion, a questionable decision to use cloning technology to quickly populate our future colonies. Especially, what we have seen happened to the Asgardians with their issue. That has gotten us concerned about using the technology and implementing the idea altogether. The idea here is that we may have solved one problem but now have to deal with another. And I believe rightly so that the Government will not be pleased if what happened to the Asgardians began happening to us as well."
"Indeed, this is a matter of grave concern," Levy replied, "As such, it would be better for us to hold off from the cloning plan for now. Until we know more about what is going on with the Asgardians. I say we forget about that plan for the foreseeable future. The last thing we need is to deal with a genetic crisis after solving one problem after the other."
"Agreed, I'll make the necessary modifications immediately," replied the Minister.
"Excellent," Levy nodded, "Now then, onto the main point of concern at hand, which is the military matters. What do you have for us Minister?"
"A problematic one," replied the Minister of Defense, "As you all are aware, the Ministry of Defense was tasked by the Prime Ministerial of Francis Noé to ensure that the Solar Government would be prepared to face the horrors of the Sundering should something similar like it were to ever occur again. As such, he commissioned the Ministry of Defense to conduct a proper in-depth analysis of our current standing and various military forces to root out key weaknesses that may be found during the investigation. With the discovery of alien life beyond our territories. This mission remains the same as we continue our mission to safeguard human civilization from destruction. As such, we have prepared a report for you all to read which details our current position and needs for improvement, updated with the current events of the galaxy."
The Minister sent the reports to be displayed on the datapad carried by every official within the room. The report was centuries in the making and commissioned roughly several months after the War, Prime Minister Francis Noé had the ministry prepare a forward-looking analysis that had the intention of determining the weaknesses and strengths of all branches of SolForce and enemy forces involved in the war. It had to take into account their governments, fleets, defense spending, strategies, technologies, etc., and come up with a solution to help the Solar Government avoid falling into the same mistakes or better said avoid being wiped out as a civilization. Those solutions had to be reasonable for the Parliament to approve the necessary spending needed to ensure their security and general preparedness. And now, after centuries of careful analysis and research, they were gathered again to share the results.
"SolForce has come a long way since the start of the Great War of the Sundering," said the Minister of Defense, "What was once a disorganized chaotic mess, weakened through thousands of years of peace, is now reforged into an effective fighting force this galaxy has ever seen. A military forged in the fires of the greatest war ever seen in human history. SolForce is a force unlike any other."
"Indeed, SolForce has come a long way since it was originally formed as a peacekeeping force. When the Sundering occurred, we had to redesign SolForce from the ground up for the organization to fight that war properly. While we have learned a lot of lessons from the war itself. There is still much for us to learn if we want to improve SolForce as a whole," added Fleet Admiral David Terrance, "And make no mistake people. We didn't win the Sundering through the valiant skills, strategies, and tactics of our officers and admirals. We didn't win the Sundering through the valor, bravery, and sacrifice of SolForce personnel. We only won the Great War of the Sundering through the sheer weight of our industrial might, which shouldered us from blow after blow and setback after setback during the seventeen-hundred-year-long war. Even during the darkest era of the War in which the Aschen unleashed their 'Nightmarish horror' upon all of humanity. It was our industry that helped us punch through that darkest infamy and it was our very industrial might that helped us recover from the horrors of the war. All, that whole state of affairs was a massive war of attrition which cost trillions of lives lost and devastation across the interstellar domain. It was our vast industrial might that saved us and we now know the horrors of what we, as an advanced civilization are capable of. We may have been lucky this time around, who is to say we are lucky again if something similar is to occur once again?"
"Agreed, with the existence of alien life out there now confirmed. We are now at an important crossroads in our long and prosperous history. And I'm afraid we might not be ready to face whatever horrors are out there to have a go at us," replied the Minister of Defense. "Which is why I will be presenting our findings in the report you all see before you. As you all are aware, the Sundering was a massive wakeup call for us all that to ensure peace, we must prepare for war."
"Indeed, SolForce today is completely different from what it was before the Sundering. We need to update our current doctrine, strategies, and tactics to face the current threats of today's modern warfare," Fleet Admiral Terrance stated, "As such, we shall go through our strengths and weaknesses. Then once that is done we shall present our recommendations and our solution for the cabinet to review." he nodded to the Minister, "Let's start then."
"To begin, let's start with our strengths," said the Minister of Defense, "SolForce, in the eyes of the general public, is an effective military force that won humanity peace after centuries of war. A lot of the military strength we see on display has been due to how it was built and evolved during centuries of war. Despite its specialization in combating a particular type of enemy, especially nearing the end of the war, I am confident to say, that SolForce is still able to effectively combat more conventional forces such as the pirate forces of the Interstellar Domain and even the alien ships of the Goa'uld Empire who's remnants now post as a near-intermediate threat. Unfortunately, our greatest weakness in SolForce so far is that we have been able to identify. Have remained the same since the start and end of the war, are numbers and overstretched logistical lines."
"We haven't been able to produce more ships since after the end of the war," replied Fleet Admiral Terrance, "Despite plans to continue the military-build up and retain the current war economy. The end of the war meant that nobody was interested in any large military build-up. Ever since then, SolForce has once again reverted to the pre-war budget and slow-paced construction. Adding to this problem is the number of personnel who were demobilized once the war had concluded. It is an understandable issue, nobody wants to fight anymore and we didn't have much of a choice as we too needed to rebuild our war-torn forces from the effects of the war. Albeit at a slower pace and with a pre-war budget to work from. As for logistics, a lot of our bases across the interstellar domain were destroyed. Rebuilding them has been difficult due to the lack of necessary funds and attacks by the remnants of the Aschen 'horrors', along with raiders and pirates who have decided to take shelter in our former bases. Cleaning them out as well as rebuilding our bases have been...an extremely challenging task I'm afraid. This does not add to the plans to construct new naval bases and facilities in the wider galaxy. That is another problem on its own."
"Which is why we, at the Ministry of Defense. Have complied the report on what we need and our recommendation," explained the Minister.
"I see. Let's keep this simple and to the point. I trust that the recommendations you are bringing have been thoroughly studied." said Levy.
The Minister gathered his thoughts and started, "Everything in this report," he said putting a hand on top of his datapad´s screen and taking a deep breath, "This will require a defense spending of roughly 13 to 15 percent."
"13 to 15 percent!" said the prime minister with a shocked face and then turned to look at the Minister of State, "James, what is the Parliament's stand on our current defense spending?"
"They are pushing to return to the pre-war 4 to 6 percent, but if we play it right, I think they´ll go for it. There are many industrial and economic incentives to the plan, so I think it´s a strong one," said James Ironwood, the Minister of State.
"It is still more than double. I think you are pushing too much with this." said Levy with a concerned face and then turned to see the Defense Minister, "OK, let´s see what you got then."
"The report is divided into nine areas of work." He linked his datapad with the other ones so that they were all able to see what he was doing with his, "They are the following, with the required percentage in defense spending." and the datapad displayed:
1.- Global Orbital Defence (1 percent)
2.- Fighter and Military Garrison (1 percent)
3.- Fleet (2 percent)
4.- Mothball Fleet (2 percent)
5.- Planetary Exploration, Colonization & Surveillance (1 percent)

"Number one, two, and three, are strictly military and represent the four to six percent Parliament is seeking. Number four is in support of the fleet but will invest heavily in infrastructure and that will help our overall economy. Numbers five and six are for civilization expansion and logistical support but will also strengthen our overall fleet strength and our industrial and population redundancy. As well as serving the need for interstellar surveillance and vigilance against threats from beyond. Number seven is fairly straightforward, as they are for the creation of new weapons and strategies for our ever-growing arsenal. Number eight deals with the training of the next generation of officers and personnel trained in the art of war and number nine deals with our war production and industrial capacity. Let me explain each one in detail."
"A Global Orbital Defence network on all of our worlds and colony is required as a fixed method of denying our enemies access to local space. Specifically space close to our population centers. The defenses of the Cadian and Reach colony worlds and to a lesser extent that of the Fringe Gate colony, during the Sundering demonstrated this fact perfectly well," explained the Minister of Defense, "Moreover, as we have seen from time and time again. A cluster of defensive Warsats is enough to represent enough deterrence to enemy forces, enforcing the idea of a 'contested' space. Another example of why this is important is the fact that since the mass utilization of Warsats, similar systems are under the umbrella of the Global Orbital Defense Network plan. Worlds with such systems have reported few to no attacks conducted by raiders, pirates, or slavers. This is why we have prioritized this section as a necessity for our worlds and colonies. Especially, now because hostile aliens exist and have no qualms about bombing worlds to oblivion. We would want to minimize the amount of loss if these aliens were to ever conduct such an attack. Therefore, we need funding to enforce this plan throughout all our worlds."
"Orbital defenses have come a long way since the Era before the Sundering, Prime Minister," remarked General Denisov of the Colonial Watch branch of SolForce. "Originally, the idea was at the time for the orbital defense was to have several massive geosynchronous stations orbiting a planet, armed with a wide variety of different weaponry and the ability to engage in all forms of combat. Of course, we found out soon enough when the Sundering began that this idea was flawed from the beginning. A flaw assumption that we paid dearly for. As it turns out, having smaller Warsats together with an array of hardened surface installations, was more effective than having a few expensive and massive stations for orbital defense. These Warsats were more than capable of forming a vast communications and defense network throughout which our specialized Military Warminds AI's were able to distribute themselves across all sectors of the planet that they were tasked guarding. Armed with powerful X-ray lasers and missiles, Warsats also had other capabilities that were in many ways more flexible than the stations. One is the ability to destroy targets on the planet's surface and support ground troops. They were very powerful, Prime Minister. Hell, I can even call one instance during the War where a couple of thousand Warsats working in unison were able to utilize their combined firepower to destroy a moon-size ship. Set onto a collision course with a planet by the secessionists after suffering a major defeat. These things, while small are nothing to laugh at Prime Minister. They are powerful, especially now thanks to the recent breakthroughs in technology. Warsats can now carry more weaponry than before. I agree with the defense minister on this, the Global Orbital Defense Plan is a must."
"OK, I get it, and I don´t think it will be too hard to sell." Levy continued reading her datapad and added. "I think the information in the report is more than enough to do it. You may continue, Minister."
"Of course. The second point, the one the report shows as Fighter and Military Garrison, will require a heavy change in philosophy. Before the Sundering, most of SolForce's perceived military powers had gone into maintaining a heavy deterrence in the area of ground forces, but as the secessionists have shown us, showed that they were too a flawed concept, completely useless and at mercy to ships in orbit conducting orbital bombardment. Moreover, the secessionists have also shown us that on those occasions they were prevented from gaining space superiority. The ground forces were useless again as they never entered combat. Only when we struck back that the ground forces become useful. Now, as we don't have the intention of going into a conquering war, as far as I can tell thus, the point of keeping such a big ground force is entirely pointless," The minister of Defense pointed out. "We want to considerably reduce the number of ground units. We intend to reduce the number of troops from one hundred quadrillion to less than ten quadrillion. Now, we all know that we have to try to keep one soldier for every one thousand people on the planet, and while we currently have a very strong military presence it has always been inferior to those deployed by the secessionists who are always closer to home, being on the homefront and all, and knowing the local area well better than our troops and is not as too overstretch as we are in terms of logistics and amount of manpower. As such, it is unsurprising that they can keep that relation to less than a hundred to one. In simple terms, they have ten times the ground forces per population than we do. Decreasing our ground forces even further may not be seen as a wise move unless we make every single troop, more lethal than one hundred of those fielded by other secessionist powers or we find a way to augment our current forces."
"Uh-huh, and how do you plan on making our troops that powerful anyway?" Levy asked, intrigued by this proposal.
"Easy, we don't allow enemy troops to land on our planets by engaging them in space before they land. How? well, let me give you an example again using the colonies. If we create a unit that has four people, each a hybrid pilot-engineer-group, and assign these four guys to an endo-exo atmospheric fighter with an estimated life of 50 years. The cost of constructing the fighter and operating the unit is estimated to be less than what we have for training guys within the Colonial Watch in the art of ground combat per fifty years. That will allow us to produce nearly 21,000,000 fighters per year and a total fighter garrison in the colonies after fifty years, of approximately 1,050,000,000 fighters, and having four people assigned to each fighter, gives us a total of more than 4,200,000,000 pilot-engineer-groups per colony." explained the Minister of Defense.
"How will this work? Well, we definitely can't operate that many fighters with one percent of our economy. So the intention is to have the fighters in storage and train the crew in simulators. They won't be aces but will allow our planets to field a huge space-capable force. Even if the fighters are not armed with nukes, they will still yield a combined firepower greater than what the combined Dilgar fleets had."
"So you are telling me, that you will train each recruit to operate a fighter, to maintain it, and to fight in the ground if necessary? So why do you need four?" asked Levy.
General Denisov answered, "It's simple. While the fighters will be in storage, we need to keep each unit combat-ready. That means having them twenty-four-seven, all year round. That's why we need four people per fighter. We will be keeping some of those units fully operational and on patrol duty. We believe we could have at least twenty thousand fighters either on patrol or ready to launch in thirty minutes and case of an emergency, we could have the remaining fighters ready within a day."
"The budget for each unit includes, salaries, fuel and ammunition stocks, simulators, four hours of real flying training per year, one per recruit, which I know is not enough, but we´ll compensate it with one hour per day on simulators, and the production of the fighter itself." finished the General.
"I know it does give us an awesome amount of firepower with little investment, but I don´t know if the Parliament will like us to produce thousands of fighters per year just to get them into a warehouse," said Levy.
This time it was James who answered, "I'll have to disagree. From a military point of view, we will have a far smaller force in operation, even though our active reserves will be far far bigger. But from an economic point of view, we'll have factories producing an enormous amount of fighters, which translate into a lot of permanent jobs, which will be seen with good eyes by the majority of the MPs."
"Moreover, once we have this running, we'll have a very big fighter force to call upon in times of crisis, not to mention that we'll have a very strong fighter production capability. fifty years of production will churn out more fighters than we lost in the entire war." Said the Minister of Defense, "The tactics say for themselves, especially those utilized by the 'nightmare' swarm that the Aschen has unleashed upon us. Their overwhelming swarm tactics were the bane for our forces, making it nearly impossible for us to conduct a planetary invasion and space superiority mission over a contested planet. We aim to emulate similar tactics in this manner. Moreover, these fighters will be equipped with our latest next-gen stealth technologies as well as augmented with a fighter-to-drone neural interface system. This will allow our pilots to not only fly their craft but also control drones as well to augment their fighting capabilities. Added to that is our next-generation fighter craft's ability to operate in space and the atmosphere. Allowing us to conduct operations of all kinds. Safe to say, Prime Minister, we can confidently say the enemy will not be penetrating our defenses anytime soon."
"I see, and what about our ground forces then?" asked Prime Minister Levy, "It is my current understanding that even with all of these measures. Something will eventually get through, thus my concern lies in your plans for dealing with this eventuality. As an example, all the enemy needs to do is get close enough to the planet so that they may be in range for the teleporter translocation device to work and begin 'landing' troops on the planet. No need for any old-school dropship or dedicated planetary troop transport dropships and as far as I am aware, we are not the only ones equipped with this system. There is evidence to suggest that the various alien powers we have encountered, such as the Goa'uld and the Asgard do possess some kind of teleportation. Adding to that there is the Stargate network to worry about and that is a whole other issue. Therefore, if such inevitability does occur, what are your plans for dealing with this issue?"
"Hmm, you make an interesting point, Prime Minister," replied the Minister, "However, that will not be a problem as long as we can limit the flow of troops landing on a planet."
"How so?"
"For one, the Colonial Watch is well-equipped to handle such threats," replied General Denisov, "The Colonial Watch, since its inception was given the sole responsibility to defend colonial shelters, towns, and cities to the last bullet, the last man, and the last breath. Many would think that Colonial Watch assignments are seen as anything but deadbeat assignments before the war. It became important after having turned into one of the most dangerous duties within the army following the start of the Sundering. Dealing with anything ranging from uprisings and anti-terror operations to pirate raids and full-scale invasions, we at the Colonial Watches are expected to stay true to our overarching order to 'hold until relieved', meaning that Colonial Watch commanders are expected not to surrender, even in the face of certain death. And despite setbacks such as having unchecked Secessionist sympathies spread throughout our ranks. Allowing the traitors the necessary manpower to fight against us. We have done everything we can to make sure that situation will never occur again. As such, the Colonial Watch forces have been among the most heavily monitored units within the SolForce military branch ever since the Sundering. We can't exactly have entire battalions or even regiments turn on their comrades in the middle of an invasion, can we? So yes, Prime Minister, we are well-prepared for that inevitability. One would have to be a fool to be naive enough to believe that our fighters can staff off a planetary invasion completely and our screen impenetrable."
"Moreover, despite the reduced numbers, we have begun making plans for the implementation of drone units and other robotic combat/support units on the battlefield. We expect the Colonial Watch along with their new augmented forces will play a key role in future defenses from here on out," explained the Minister of Defense.
"Interesting, but I thought we got rid of such support units?" Levy said, "Wasn't there a problem with using Drones and other robotic combat/support units which led to their phasing out and reintroduction of more conventional forces anyway? Correct me if I'm wrong, but I remember reading somewhere about how these units were easily hacked and taken over. This problem especially, is what I remember being the contributing factor to its retirement from service. Can you please clarify this fact?"
"What you said indeed is true about these combat/support units," the Minister answered, "The hacking issue was one of the many factors that led to its fall. But truthfully, the main reason was mainly down to the fact that earlier self-autonomous armies in service within our forces and forces of discreet organizations weren't exactly designed for a war of this scale and type. Their inability to match up with human creativity and ingenuity proved to be their undoing."
"So why bring them back then?"
"There are many reasons," replied the Minister, "One being that we needed to find ways to augment our current reduced forces. Using robotic combat/support units, drones, and other self-autonomous was the best course of action available to us. The other reason is that research and development into refining this technology have made many breakthroughs. Therefore, allowing us to field such units without the inherent flaws of their predecessors before the Sundering. They can learn, plan, and strategize more effectively and efficiently than their previous brethren. Using advanced machine learning and artificial intelligence to learn from every battle and every defeat. As for the support types, the advancement in technology here has allowed us to bring more utilization to these machines allowing us to use them in almost every combat situation. It's as they say that war is the mother of necessary inventions."
"Adding to his point, just because of one problem it doesn't mean that the concept is entirely dead," said General Denisov, "Do remember that War is always a constant struggle between two sides looking for ways to dominate the other. As such, you can expect that plans and strategies and various military technologies will be constantly destroyed, reevaluated, created, and brought back to the table during a conflict. Sometimes the key to victory lies in the stuff we already used before who knows, it may work again. As you can see from this example, this is just one aspect of this cycle."
"OK, Then. I trust your judgment in this regard. Please let's continue." said Prime Minister Levy.
The Defense Minister straightened up and said, "Right, I'd like to explain points three and four together. Fleet and Mothball Fleet. We are assigning 4 percent in total for both of them. The 4 percent gives us a large amount of financial resources to work with. But before we can proceed any further, we must understand the position of where our navy stands currently. At the moment our navy has three system defense fleets consisting of the SolForce Home Fleet, the Epsilon Eridani Fleet, and the Bliss Defense Fleet, the fleets in question are commonly formed to patrol and defend countless human colonized systems in and around the Sol Sphere with numerous battlegroups stretch out across regions of the Interstellar Domain near or around Sol. The other is the Expeditionary fleets, which are numbered fleets designed for offensive operations into deep space. We currently have five of which are active as we speak—the Second, Third, Fifth, Seventh, and Sixteenth Fleets respectively. Defense fleets were often considered to be little more than glorified revenue police, though they proved to hold an imperative role during the Sundering as they provided desperately needed training cadres and battle-ready—albeit, sometimes outdated—warships. Some of our Defensive fleet battlegroups would occasionally find a smaller "tactical" carrier at their core. But no more than that until recently. As for our expeditionary fleets, they were decimated in the Great War of the Sundering. Most of their core comprised of massive supercarriers and massive heavy-hitting capital ships, which formed the core of many SolForce fleets and battlegroups, was destroyed during the final years by the nightmare unleashed by the Aschen. Since then we haven't been able to replenish these losses, and as such we were forced to cannibalize these ships and integrate them with existing fleets for our navy to remain effective. Turning most of the large number of the expeditionary fleet we once had into Dead fleets. Fleets which are "paper fleets", or "dead fleets", with no command and no ships. These fleets were assigned to sectors lost to the War and their destroyed squadrons remained attached to the sector to honor their sacrifice and as deference to tradition."
"We have been able to make do with these losses by augmenting our current fleets. Most of the existing fleets are mainly comprised of numerous battle groups and smaller tactical formations of ships. With this new doctrine in place, individual battlegroups rarely patrol together, and it is fairly common for single ships to patrol regions of space alone. Battlegroups were also further divided into squadrons, though by the end of the war these were administrative rather than tactical groupings. And as always, Fleets, as with battle groups, usually have at least one prowler to act as the fleet's eyes and ears and also serve as saboteurs. But then with these changes, it is still not enough to patrol and protect an area of space with a radius of twenty-nine thousand light years. Which, I remind you consists of millions if not billions of star systems. Which is why point three and four is the most important out of all the point, in my opinion." explained Fleet Admiral Terrance.
"I see, so what is your plan then to fix the issues the navy is currently facing?" asked Levy.
"Easy, we build more ships and create new fleets," he replied, "As our accumulated war experience during the Sundering has shown us. Ships are easily as expended as a soldier expends his bullets in combat. The truth is clear to us Prime Minister, that we need lots of ships, not more ships, but lots of them if we are to remain effective as a fighting force."
"But the Goa'uld aren't that strong right, and I believe the Asgard comes nowhere close to our power so why the need for a force of overwhelming ships in the first place?" Levy asked confused.
"Because they are not the hypothetical enemy we are currently preparing for and simulating against," the Minister of Defense answered, "We know from the Asgard that there exists a race more ancient and potentially more powerful, at least in theory."
"Let me guess, these are the Gate builders, am I correct?" Stated Levy.
"That is correct, Prime Minister," replied Fleet Admiral Terrance, "Going back to the Sundering again, we discovered that in the time it took us to prep our economy into wartime production. We lost more than half the fleet to enemy action, buying time for our economy to switch into full-wartime production. Adding to that, when the Aschen unleashed the nightmare, which they lost control over, we soon lost ships faster than our shipyards could replace. We even reached the point where our reserve fleets were always running dry and we were in real danger of running out of ships altogether. Now, imagine that situation against a foe far more advanced and horrifying."
Prime Minister Levy paled in response to that scenario, "That...that is very bad news," she remarked.
"Very bad news indeed," nodded the Fleet Admiral, "If I may say this very bluntly, we will lose our entire navy completely, period. There is no doubt that we need, in place new fleets to be created and new reserves stocked. This is why point three and four is so important now. We not only need to rebuild our destroyed fleets but we also need to create new ones. Adding to that we need to create more reserve and mothball fleets so that we will have ships ready for combat immediately. Especially, considering if we were to take the custodianship of the Protected Planet Treaty. Then this is a requirement which will take up the two percent listed here."
"I see, however, it amazes me that despite having a navy capable of fielding roughly hundreds of millions of ships, this is still not enough to protect and patrol our vast territories," Levy sighed. "Aren't our ships more than capable of dealing with the threats in this galaxy specifically?"
"Well, space is pretty big, Prime Minister, and you'll be surprised at how many ships we would need to patrol all of that," explained the Fleet Admiral, "As for your question about our ship's capabilities in dealing with the threats out there. I say you are right in that regard. However, our ships are far from invincible, Prime Minister. No ship is, no matter how advanced and how technologically superior we are to them. There is a chance that we may suffer casualties from time to time. Either expectedly or unexpectedly, casualties will still occur. This mentality stems from, once again, the Sundering where we had cases of commanders who arrogantly believed that they had the superior force or technology. Only to be defeated severely on the battlefield. Therefore, we at SolForce have vowed to never again fall into those same mistakes. Henceforth, we have this mentality about facing foes far more cunning, more technologically advanced, and superior to us. It's better to be prepared than be sorry."
"Uh-huh," nodded Levy, "Moving on, I feel like point nine of the plan would fit in here. So do you have anything to add to this point?"
"Absolutely!" the Minister of Defense spoke up, "The one percent of the budget will be allocated to Industrial Manufacturing and shipyards. What we plan to use these funds for is mainly for one simple task. Expansion, yes expansion we plan to expand our current military production tenfold. This is not limited to only ship construction entirely but to the rest of our military-industrial complex. We plan to expand all so that in the event of total war happening. We can produce massive amounts of equipment quickly and efficiently. The grinding war of attrition has taught us that the nation that can outproduce the other wins the war. Moreover, the nation that can remain in production will delay the inevitable defeat. As such, we plan to conduct a full-on expansion of our current military production facilities with this one percent. So that we can face the current threats of today, especially those with alien nature."
"Understood sounds like a reasonable plan. I don't think Parliament will need that much convincing on that point," said Levy.
"There will be no need for convincing, Prime Minister. I believe the MPs are aware of the benefits of this point," replied the Minister.
"I see, so moving on then, what else do you have for us today?"
"Well, we have point five which we kinda covered before presenting this report," the Defense Minister stated, "However, what we wanted to add further to this idea is the inclusion of the plan to use the fleets and their newly established colonies as listening post and surveillance outpost to expand our existing hostile detection radius. The idea here is that if we can spot a threat quickly. Then we will have the necessary response time to deal with these threats quickly and silently without causing much of an issue for our people in the frontier. After all, before going to war we must first, know our enemy and their strength and weaknesses their composition. Then we can deal with the threat seamlessly."
"Alright, you make a fair point, I don't think Parliament will need that much convincing in this regard," said Levy. "So, moving on, other than that notice, what else do you have for us today?"
"Well, there is point six and seven, the Motherships, Titans, Colossus, and the Research and Development, adding to roughly four percent of the thirteen percent we have allocated to the nine points of the listed plan," explained the Minister, "However, I'll the explanation to our naval expert here, Fleet Admiral you have the presentation."
"Ahem...As you can see, Prime Minister, this part of the plan will be vital for the coming decades if not centuries ahead of us. Because of their perceived importance, I have listed these two points as being at the same level as points three and four," Fleet Admiral Terrance spoke up, "But to start, let's go over point three. Firstly, we have the Motherships otherwise referred to as the Juggernaut class these are simple enough. Their main task is to augment and support our fleets during long-distance deployments, extend deployment times, and extend the area of operation for our battlegroups deep within the territory where a friendly station or resupply may not be in reach. To put it mildly, they are logistical and support ships in nature. But are nothing to scoff at, with sizes reaching over sixty to a hundred kilometers, or in some cases several hundred. They are gigantic vessels on the scale of a mobile city, if not a mobile fortress in space. Capable of docking and carrying thousands of ships at once when moving. Furthermore, these mega-scale vessels are also capable of mining asteroids and processing them to create materials to run the onboard Manufactorum within the vessels to supply ground troops and the vessels on board shipyard for repair or to create new vessels to replenish lost vessels."
"Uh huh," nodded Levy, "Go on."
"This was a ship class that was considered in decline following the energetic battles of the Sundering. As they prove themselves to be a large, vulnerable, and tempting target for the countless secessionist groups to destroy it. As such, they were slowly 'phased' out of service until very recently. With the recent breakthroughs in technology and the implementation of new tactics and strategies. We saw it fit to reintroduce the ship concept back into service with the commissioning of the first ship of her class. The SFS Illusion is scheduled to be put into service within the next few months. This ship class is going to be more vital now that we have a galaxy to deal with. This ship class here will help augment our fleet further against any potential threats." explained the Fleet Admiral.
"I see, an interesting proposal, one that may need time for consideration," said Levy, "So moving on, what is the next item on this point?"
"The next is the creation of a new class of ships, or rather a reinvention of a new class of ships, the Titan-class vessels," Fleet Admiral Terrance proposed, "These are what you might call, 'the big guns' type vessel. Their purpose is quite simple, inflict as much destruction and power as possible either through onboard weaponry or a strike craft complement equipped with WMDs. If you want something gone, then the Titans are the ships you would need to get the job done."
"But Fleet Admiral, no offense of course, but isn't this a bit too extreme? Even for us?" Levy stated, "Dealing with threats quickly and silently is one thing. But going off into space while parading ships like these would set a bad precedent, wouldn't it?"
"What you said is true, Prime Minister and I completely agree with your point," answered the Fleet Admiral, "However, truthfully, the situation we are currently facing in this galaxy has shown us a different story. As such, we must respond accordingly. How? I'll explain. As you are aware by now, the galaxy is filled with, for lack of a better word, idiots, retards, tyrants, and megalomaniacs. The Goa'uld especially don't see humans as a race to be respected, but rather as a race to be mocked with, laughed with, and exploited as slaves. Moreover, they don't see us as capable of being advanced, except the Tollan. As such, to rectify this problematic mentality the galaxy seems to be under. The Titan class vessels will serve two purposes. One to serve as a deterrent against any rogue Goa'uld System Lord from causing trouble. The other is for gunboat diplomacy. To show the Goa'uld that we mean business if they don't they die as simple as that."
"And what if they don't heed?" asked Levy, "What if, for example, the Titans are not capable of enforcing this idea to a select few of these individual Goa'uld System Lords? What do you plan to do now?"
"Then we have the Colossus, Prime Minister," Fleet Admiral Terrance deadpanned, "If they're crazy enough to face that, then may god have mercy on their souls. Because the Colossus will sure not."
"Huh, just before having this discussion, I was reading the report when I saw that being in the proposal. I had thought the entire navy had completely lost their minds. So we are bringing back the Colossus? The galaxy has gone mad, to see the day when these foul weapons are brought back into service."
"I understand your reservations, Prime Minister," Fleet Admiral Terrance reassured her, "But right now, having one Colossus-type vessel seemed like a great deterrence at the moment."
"He isn't wrong, Prime Minister. They are a great way to enforce deterrence against unreasonable foes like the Goa'uld," said Rear Admiral Sheridan, "The Colossal ships are spacecraft built on a gargantuan scale and represent the apex of our nation's economic, scientific, and military might. There are currently three classes of colossal ships: the Colossus, the Juggernaut/Mothership, and the Star-Eater. We already talked about one and we can most definitely forget about the Star-Eater. The Colossus, in laymen's terms, is a single-purpose weapons platform built around a Planet-Killer weapon slot, a weapon of mass destruction capable of affecting an entire planet or habitable megastructure. Which can be fitted with all kinds of Planet-killing weapons from Global Pacifier, the standard World Cracker, to the 'safe' Neutron Sweep, along with the unusual Divine Enforcer and exotic Nanobot Diffuser, to the experimental Devolving Beam, and the outright strange Deluge 'Flood' Machine. We have all kinds of ways to screw around and enforce our deterrence. So, as long as we 'demonstrate' our power, or at least we say we are, the Goa'uld will think twice before raising their sword against us."

"As you wish, Prime Minister," said the Minister of Defense, "Now onto point seven, this will be spent on furthering our activities within the Research and Development sector. I can not stress to you how important this is for our continued military supremacy. War is, after all, a struggle between two sides trying to one-up the other. If we want to remain ahead of our potential future enemies. Then we must begin devoting a considerable amount of resources to the Research and Development sector. Because the next enemy we might face may be potentially more advanced and more cunning than us. It is only a matter of time, not if but when that will happen. Therefore, I recommend that this point must be given the two percent."
"What kind of R&D are we looking at here Minister?" asked Levy.
"All kinds of new technology that will benefit our forces, Prime Minister," he replied, "From next-generation weaponry to high-performance engines, the latest automated next-gen computer and targeting systems for our fleets, and the latest Stealth system model in research and testing. We are going all-out to try and stay one step ahead, Prime Minister. It shouldn't be that hard to convince the MPs of the necessity of having a two percent dedicated Research and Development sector."
"Understood, once again, I'll leave this judgment to you on this matter," replied Levy. "And the last point on the list?"
"Yes, which is point eight, the Officer Schools & Military Education," stated the Minister of Defense, "Now this may seem like a strange place to invest in. But I can assure you that this is just as important as with the other eight points."
"Go on then, you have my attention, Minister."
"What we aim to do here will help further the skills of our officers and sailors," he explained, "Working together with my colleagues in the Ministry of Education and Training, along with those within SolForce. We aim to conduct a general reform of our current military academics program and a general overhaul of the Military academies in general. We aim to improve the education within these academies so that we may promote our cadets and students' skills and experience necessary for every military application during times of war. Whether it would be a commander leading a fleet or an admiral strategizing a battle plan, an NCO preparing the necessary logistics, the common marine leading the charge on a beachhead, or a scientist or engineer working for the military-industrial complex. We aim to promote the necessary skills and learning for our forces."
"Adding to that, this will be important as we have learned, once again during the Sundering. Rarely any battles during the war were won through the use of ingenuity, skill, and tactical acumen by our officers as many of you are aware by now. We won many of these battles through the sheer overwhelming might of our numbers. This is unacceptable because we are losing precious men and materials, key resources that are hard to replace. This has to change, as such investing in Officer Schools and Military Education is a top priority for SolForce in general. I know it is common for people to think, that just because we have advanced technology we are indeed unstoppable. They also tend to forget that it isn't the technology that wins the war. It is merely a piece of a puzzle that helps us to our goals. As even the most skilled commanders, will somehow find a way to achieve victory against overwhelming odds. An example of this we have seen is the commanders of the secessionist forces. Who was aware of their limitations and weaknesses. But exploit everything they had to gain the advantage over our forces every time. We aim to emulate their methods for our forces. Because of the next enemy, we face. May not be as merciful as the secessionists' forces ." explained Fleet Admiral Terrance.
"And intriguing proposal, Fleet Admiral," Levy remarked, "However, I believe that some of the MPs would need some more convincing if you want to get that point across."
"Understood, Prime Minister, we will do our best," replied the Fleet Admiral.
"And that concludes our report and our presentation, Prime Minister," said the Minister of Defense placing his datapad on the table. "So, What do you think, Prime Minister?"
Prime Minister Levy kept looking at her pad and smiled. "Well, your presentation sucked, but I think the proposal is good." and they all started laughing. "We'll have to present this before the Parliament within the next few days. Let us hope they see it our way. If the honorable Minister of State is right and they want to reduce the budget to the precarious pre-war level, you'll have a tough fight ahead of you. I suggest playing this to their liking. Don't force the military matter too much as they already consider us invincible. Try to focus more on the economic rainfall of these investments. I think they'll consider it a better proposal if you do that. Especially, to those within the Sol Intelligence community." eyeing the dismissive Sol-Intelligence agent in question.
"Don't worry Prime Minister, It won't suck like this presentation. We have prepared a very thorough one. It includes a visual presentation of the simulations, including military and economic ones. I believe they'll like it. I just hope they like it as I do." replied the Minister of Defense confidently.
"I hope that too. Well, that'll be all people. Let's get this show on the road shall we?"

"Congratulations people. You made it to your goals. You may have finally secured our place within this Galaxy." The Prime Minister then turned to see the Minister of Defense and added, "Minister, that was quite a presentation you pulled out of your sleeve. Commendable."
"Thank you, Prime Minister. I would have liked it if they had agreed to the fifteen percent budget, but I think we can manage the changes with only the initial thirteen percent proposal."
The Parliament of the Solar Government agreed to the entire proposal but with some conditions and changes. One of the suggested changes was the fifteen percent budget discarded for the easily manageable and 'acceptable' thirteen percent. The other was that for points three and four, Parliament wanted to keep the existing fleets in favor of creating more battlegroups to fill in and expand the existing fleet. As well as reorganization of the fleets into battlefleets which will house many battlegroups.
The other changes and conditions were that after the change to points three and four. The leftover percentage was to be diverted to points five, six, seven, and nine with point nine being the most invested in due to Parliament's concern about industrial capacity during wartime. The other leftovers are being used to build more classes of vessels, with point six being the motherships/titans/colossus. Or more financial resources dedicated to the Research and Development of new technology to aid SolForce and its military operations.
"Yes," said James, the Minister of State. "But at least we have the thirteen percent secured. The percentage not being assigned yet will be used for rebuilding the colonies of the Interstellar Domain and will not be compromised for other essential projects. We are not going to have to fight for them later."
"And that is what we fought for," added Fleet Admiral Terrance in agreement with General Denisov.
"There were several other concerns you had about the galaxy, now we know has alien life, that could affect us in the future Minister. What were them?"
"Our main concern was to secure this budget, to guarantee our defense in any future war. But several subjects could become an issue in the future and should be addressed. You know the reports on this mysterious Gate-builders race, known to many as the Ancients. They were very efficient at building highly advanced and durable technology for it to even work after tens of millions of years of dormancy. They are also believed to be primarily responsible for much of the technology in the hands of the Goa'uld. Albeit only reverse-engineered inferior copies by them. The problem is that we know nothing of them, only that they are advanced, because of the technologies we know they 'provided' to Goa'uld. Including the energy shield cloak, armor, computers, and weapons, most notably those Naquadah applied technology, among other things. There are many races," he paused and added "Or things out there that we don't know. And if we are not careful about these threats, we can be destroyed without us knowing it."
"It's a risk we have to take, Minister," said Prime Minister Levy.
"Not necessarily," said the Minister shaking his head.
"What do you mean?" asked Levy.
"We need two things. One is a way of finding, detecting, and scavenging artifacts and technology of the Ancient civilization. Number Two, if we can't detect them or find them, then we need to make sure that these pieces of technology must not fall into the hands of our enemies to the best of our abilities." explained the Minister.
"What do you propose?"
"You will laugh at what I have to say, But I'll say it anyway. We need to disband the Stargate Command program, along with their civilian control, and integrate their civilian, military, and intelligence assets into the Pioneers."
All started laughing but the Minister. "You of everybody is asking to have Stargate Command melded to the Pioneers Corps. You hate them, Minister." laughed Fleet Admiral Terrance.
"I don't hate them. I just don't trust them." stated the Minister.
"So why do you want them together with the Pioneers Corps then?" asked Prime Minister Levy.
"For many reasons, one is to create a centralized organization dedicated to exploring the Stargate Network. We can't exactly have two organizations competing for the role of exploration, even though they are exploring different things. Moreover, due to the potential nature and dangers of exploring the Stargate Network. We cannot allow the exploration of the Stargate Network to fall under private interest. Less they shall fall prey to potentially dangerous threats that lie beyond As such, I propose we should integrate the Stargate Network into the Pioneer Corps. The Pioneers are well-equipped for this task at hand and I assure you are the right people for this task. Now, I am not saying we should get rid of the initial Stargate Command complete but merely integrate them as a department of the Pioneer Corps." explained the Minister of Defense.
"So you want all the previous Stargate Command personnel and agents in the Pioneer Corps?"
"Hell no! They'll need to apply for what they want. Those who select the Pioneer Corps and their Stargate department will be screened as everyone else. We need to stop this internal power struggle with different organizations but with the same objectives. I strongly believe that well-trained personnel or agents will be an excellent asset for the Corps Stargate program, and the same applies to all government organizations."
"OK, and how do you intend to make this work anyway?"
"Well. If we understand that the Pioneer's main mission is the exploration and discovery of the unknown. Then logically, they should be the ones leading the charge into exploring the rest of the Stargate Network. Now I understand, there are reservations about this idea. But with the threat of hostile aliens potentially on the other sides of these rings. I just don't see how a separate independent organization dedicated to exploring the Stargate Network could work. It will create an unnecessary backlog of problems that we don't have time to deal with. If we integrate the program with the Pioneer Corps. They and their support of being a branch of SolForce would have the necessary equipment, funds, and technology ready to deal with all myriads of problems from beyond the Gate itself. Moreover, the Pioneers Corps were also trained in the arts of diplomacy, First Contact, and negotiations with primitive civilizations. This will be useful now that we know that most of the alien civilizations within this galaxy are more primitive than us by a far margin. Adding to the military nature of the Stargate network exploration that we are now forced into. It only makes sense to have them be the head of the Stargate Network Exploration Program. As they will be a force well-equipped to handle this task. That is just my opinion so far, I am happy to hear what other proposals my peers would have in mind. It would serve to make room for improvement or suggestion on where the solution could do better." he explained.
"I see," nodded Levy, agreeing, somewhat to the point he had made, "However, there are others who would disagree with your point. As you know, the nature of the Stargate Network is vast and wider than we could have imagined. Their arguments state that the Pioneers would be overloaded by the task to handle effectively. Moreover, because of how different the mission Stargate Command was established compared to the Pioneer Corps. Then it would make sense for Stargate Command to remain as a separate organization or a separate branch of SolForce to make things much simpler. But until we can come to a proper consensus and a proper solution, let's drop this discussion for a later time."
"Understood, Prime Minister," nodded the Minister of Defense, "However, I would like to emphasize that my solution is the better alternative for dealing with this alien matter."
"Your opinion has been noted, Minister. Now then, speaking of Stargates and alien matters, how are our guests doing so far?" asked Levy.
"They are doing great so far, Prime Minister," replied James Donovan of the Home Ministry. "Right now, they are currently at the Caelum Via Hotels & Resorts Insomnia where they will be watching the final votes for the treaty-signing celebrations for the agreement between our two respective people."
"I see, and how are they settling in at the moment? Are their accommodations sufficient? Are they happy? Or are they unhappy? And what are their thoughts about our civilization and our culture so far? If so why is that the case? I want to know what they are feeling current, James."
"I believe I can answer that," the Minister of Culture, Sports, and Tourism spoke up, "So far, from what we have seen. They are currently pleased with their present accommodations within the Caelum Via Hotels & Resorts Insomnia. The hotel itself is more than sufficient to accommodate our esteemed and disguised guests in our crown city. Known for its lavish rooftop recreation area that includes an aquarium and the painting of the Sol System before its transformation to the Sol Sphere we know today by renowned artist Saril Vribran. The hotel was chosen, not because of its lavished luxury but for its countless styles and designs which in itself is a work of art. An homage to our past and our cultural values before the advent of space exploration. And from what we can tell it was a great choice as the Alien guests have shown interest in our ancient arts, cultures, and traditions before the rise of space exploration."
"Interesting, and I suppose you have taken them to one of our finest museums of arts and cultures here within the city?"
"Indeed, Prime Minister, we have taken them to see the grand museum of Sol. Not only that, but we have also taken to see many wonders across the Sol Sphere. As a way to represent who we are, it feels right to let them see what we are capable of and to show who we are as a people. The reaction we have seen is one of awe, shock, and amazement so far, Prime Minister. I believe we have made quite an impact on their perception about us."
"Good, I am happy to hear about that," she said, "I was beginning to worry if we weren't doing enough to make an impression."
"Your worries are indeed understandable, Prime Minister," replied the Minister of Culture, Sports, and Tourism, "But have no fear, it appears we have accomplished our goals."
"Indeed, and what are the aliens doing now?" she asked, "Are they currently viewing the final vote count for the acceptance of the proposal and the treaty? I suppose it would make sense for them to know what is going to happen if their proposal is going to get through or not."
"That is indeed correct, Prime Minister," said John Krulak Minister of Foreign Affairs, "There is a sense of anticipation and uncertainty in the air as the alien delegations wait for the final result of the vote count. Speaking of which, what is the situation of the votes count anyway?"
"They are just finalizing the preliminary count and adding it as we speak," answered the Deputy Prime Minister, "We should get the final results within the next few minutes as the AIs do a final count of the votes."
"Speaking of, it would appear the results are in now," said Levy, as she and her cabinet watched on the screen as the two speakers of the House of Parliament walked up towards the podium alongside the Governor-general, who was in question, the ceremonial Head of State of the Solar Government.
The position of the Governor-general is one of uniqueness found within the Solar Government. Historically, the position of governor-general is appointed as viceroy to represent the monarch of a personal union in any sovereign state over which the monarch does not normally reign in person. Governors-general have also previously been appointed in respect of major colonial states or other territories held by either a monarchy or republic.
But for the Solar Government, what the title of office-holder represents now is being the ceremonial Head of State for the nation. Whose actions and public appearances represent the state itself, its existence, legitimacy, and unity. Along with the primary position of being the Commander-in-Chief of SolForce, the military force tasked with defending the nation. The governor general acts within the principles of parliamentary democracy and responsible government as a guarantor of continuous and stable governance and as a nonpartisan safeguard against the abuse of power and to perform the various ceremonial duties of the state and government. The Governor-general role is integrative and includes the control function of upholding the law and the constitution. It is a matter of political tradition – not legal restrictions – that the Governor-general generally does not comment routinely on issues in the news, particularly when there is some controversy among the political parties. This distance from day-to-day politics and daily governmental issues allows the Governor-general to be a source of clarification, influence public debate, voice criticism, offer suggestions, and make proposals. To exercise this power, he/she traditionally acts above party politics.

The governor general also serves as honorary Colonel of three household regiments: the Governor General's Horse Guards, the Governor General's Foot Guards, and the Insomnian Grenadier Guards.
Apart from that, the official position of the Governor-general offers prestige and yet little power to influence the government. Nevertheless, the position of the Governor-general is still influential as he/she in this position represents the entirety of the Solar Government and its people. Along with fostering national unity and pride. It is a position that is steep in millennia of tradition and culture that have passed down through the times and it isn't going to go away anytime soon.
As the trio walked up to the podium. Levy could feel that all across the nation and the Interstellar Domain, ordinary citizens tuned in to watch the final verdict of today's vote. One that will decide the future of their nation and the very course of human history. The Governor-general then took his place as he slowly eyed the chamber where all the representatives and senators awaited the final result of the vote. The Governor-general in question was an old man in his late fifties, with streaks of white mixed with his dark brown and black hair. He dons a black suit with thin white stripes and a black cape uses a cane to walk, and wears a silver, hornlike crown on the right side of his head, held behind his ear. He also wears a gold knee guard on his right leg as support along with elaborate luxury black shoes.
The golden ornaments on his cane and braces have wing motifs, which bear some resemblance and hommage to the royal coat of arms of the ancient past. His name was Martin Woodruff; once a talented politician within the House of Representatives, serving as the Ministry of Foreign Affairs to eventually Prime Minister. After his tenure, he soon became a senator in the Senate before eventually being elected as the Governor-general of the Solar Government.
Feeling satisfied with the assembled crowd before him. Martin Woodruff, the Governor-general of the Solar Government began, "My fellow Senators and Representatives of Government. It is an honor for me to be here and present today and the honor is yours. The final results of the votes are in." At that very moment, the chamber and across the nation braced for the final result of the votes by the Parliament.
"For the Proposal on reforming the military, set by the Minister of Defense on a preliminary budget for SolForce at thirteen percent. The votes are; out of the House of Representatives eight hundred and eighty-eight members. Seven hundred and sixty-eight for and one hundred and twenty against! For the Senate, out of the five hundred and fifty-five senators. Four hundred and sixty-seven for and eighty-eight against! An overwhelming majority are in favor of this proposal, therefore it shall pass!" The Governor-general soon raised the gavel and began hammering, signaling that the proposal was a go.
In the Prime Ministerial Office, the Minister of Defense breathed a sigh of relief that the proposed budget was a go. A sentiment that was shared by his colleagues and the military officials of the Solar Government.
"It looks like your proposal is a go, Minister," said Levy, "You should be happy."
"I am Prime Minister, it appears there will be much work for us to be done," he replied.
"So it would seem," said Levy as she continued to watch the results as it played out live.
"Next on the list, is the proposal set by the alien ambassador, Lya of the Nox Civilization," announced the Governor-general, "The proposal for our nation to take the custodianship of the Protected Planet's Treaty from the Asgard and be their new protectors. The results are now in."
The audience and the general public watched with bated breath for the final result of this proposal. This proposal has been in the headlines for days now after its announcement. This caused a lot of controversies and discussions among the general populace about this proposal. The reaction among the citizenry was mixed to say least, with many supporting the idea, while others believed it was an unnecessary risk and could jeopardize their general security leading to other issues of problems and risk. They didn't want to deal with it. Either way, all they needed was to see the final result of this vote.
"The votes are; out of the House of Representatives eight hundred and eighty-eight members. Six hundred and forty-seven for and two hundred and forty-one against! For the Senate, out of the five hundred and fifty-five senators. Three hundred and ninety-six for and one hundred and fifty-one against! The result is a narrow victory for those in favor of this proposal, therefore it shall also pass! The verdict is final!" The Governor-general once again raised the gavel and began hammering, signaling that the proposal was a go.
All across the nation, reaction to this news was mixed with some accepting, while others expressing disapproval. For the alien delagation, it was a sigh of relief that their gamble had paid off. Now they shall see if their decision was the correct one. For those in the Prime Ministerial Office, Prime Minister Levy and her cabinet soon nodded at the fact and now have begun preparations for the upcoming days ahead to fulfill the task set by the proposal and their new position as custodians of the galaxy.
"It looks like there will be a long road ahead of us," said John Krulak, "Now that both proposals have passed. We should begin working out plans for what we shall do in the upcoming weeks and months."
"Agreed, the Ministry of Defense is already prepping itself for the many planned reforms and reorganizations of the budget. We hope we can get things sorted out by the end of the year."
"Well then, gentlemen, it would appear we have a long road ahead of us," Levy stated getting the attention of all in the room, "Let us make do with what we have and begin our journey from there. A potentially, great future lies just ahead of us and I don't want to squander that chance. Let us all enter the new age, our time has come. For the Solar Government!"
"For the Solar Government, Long Live the nation!" the people in the Room cry out in unison.
The die was cast and Humanity was now on the path of entering a new uncharted age. The next few months will test the Humans of Sol on their newly promoted custodian position. Presenting them with all its glories and all their problems. Only time will tell whether or not Sol-Gov will be ready to face these challenges. But for the Ascendant Ancient watching from above. They knew that the Humans of Sol were more than ready to take up the challenge. Now all they need to do is kick back and watch the situation play out. So far, the plan was working and they were properly satisfied.

Deep under the surface of Earth, the homeworld of Humanity was a bunker that less than three hundred high-ranking government and military officials knew about and even less the location of. Within the bunker's most secure chamber, a meeting was being held by the top operatives of the Sol Intelligence, or SI for short. They would be discussing what information they had gathered on the latest news on the galactic stage, the arrival of the aliens, and the passing of the two proposals.
"Is everyone here? Said Director Faulke, director of Sol-Intelligence also referred to by his codename, Chief. He glanced around the table of gathered SI operatives half a dozen Agents most of them around his age. All of the seats were filled. The Chief nodded approvingly. "Very good then, we shall get this intelligence debriefing underway." He said.
"For record-keeping, the purpose of this meeting is to discuss the information gathered on the alien newcomers that are the Alien delagation and the political entity that represents them, Asgard Federation, Nox Compact, Tollan Union, Tok'ra Alliance, and many more, etc. By analyzing the available information we shall determine the threat that they pose to the rest of the nation and form countermeasures against them if they turn hostile against the Solar Government. For obvious reasons this will be the first of many such meetings, our plans will be updated, refined, or outright discarded as more is learned about the aliens. It should also be noted that the aliens are not being singled out in this action, such discussions are held twice a year for every known species, factions, and other threats in the galaxy. Our intent here is not to discuss plans to subjugate the aliens but to further the security of the nation and our people by planning contingencies that for everyone's sake should only ever be gathering dust in this bunker." It was always good to be clear in discussions like this.
"With that said let's first start with the discussion on the proposal accepted by the House of Parliament." He turned his attention to the closest Agent on his right. "Politburo, your thoughts please?" He would not be using anyone's real name in this meeting, in the highly unlikely event that records of this meeting fell into the wrong hands none of the operatives here could be tracked.
"It will be quite troublesome for us shortly," he replied, "Our analysts are still going over the data now from the covert hacking operation we conducted into the ships of the Asgard. It has only confirmed our worst fears. There are too many planets within the Protected Planet's Treaty. This will cause us to divert more and more fleets to what we deem as useless protection detail and stretch our already overstretched navy to its limits. Even if the proposal by the Minister of Defense were to alleviate this issue, it will not be enough and it will leave us quite vulnerable to infiltration and invasion staged by hostile forces."
"Is there any way we can, for example, allow these worlds to...disappear?" asked Executioner.
"That would be out of the question," replied Diplomat, "Doing that will inevitably create questions and more problems for us. The Asgardians will most certainly go to war with us over this leading to more problems down the line. So the idea is out of the question I'm afraid."
"I see, that is quite unfortunate indeed," said Executioner.
"Not only that our benefactors would most definitely be displeased about the overall situation," added Politburo, "Speaking of which, what is their reaction to this situation?"
"Displeasure, but nothing to worry about," the Negotiator replied, "Our benefactors have stated that as long as we can fulfill our side of the pact. Then there are no issues and we are free to do whatever we want."
"That is surprising," said Executioner, "You would think that they would be displeased about this whole situation. After all, they did say they wanted our navy and our military forces to be intact, in good condition, and as prepared as possible for the upcoming struggle. I wonder what changed?"
"It probably had something to do with their internal situation," suggested Tactician, "lately, their internal politics and situation have demanded that they do more without relying primarily on us as their military suppliers, advisors, and support."
"Huh, isn't that a surprise? For a people who claim that they are millions of years older than us and are 'supposedly' more militaristic and violent than us. They appear to be extremely naive when it comes to war and conflict," remarked Diplomat, "Why am I not even surprised anymore? They say that their long history of space-faring and age will matter the most, and yet they are completely clueless about how a modern war should be fought and what it should look like. It's complete madness, how the hell did these people fight wars in the past then?"
"Apparently, with little common sense or purpose," said Tactician, "After all, we are talking about people who appear to lack these traits. Like seriously, they are violent and yet lack the common sense we have today. As an example, who the hell thinks it's okay to greet someone or in this case an unknown fleet, potentially a first contact situation with open gunports?"
"Them apparently, what is shocking is that. This exact scenario did play out in the past and you would think that they would change this tradition. But no, it was only a one-time event. Surely it would never occur again, right? Fucking idiots!" said Executioner.
"Okay, not to get on a tangent here. What we are trying to do here is discuss the main topic. Which is the alien delagation, we are not having this discussion so that we can debate on the sanity or lack thereof of our benefactors. So do try and keep that in mind," Chief advised.
"Will do Chief, it's just, it ticks me off that we're doing so much for them and getting nothing back in return," Diplomat stated, "This whole arrangement with our benefactors just feels wrong on many levels. We shouldn't be getting involved in this shady situation to begin with."
"It can't be helped, we have an obligation we need to fulfill with their people. At the same time, they too, must give us something in return. It may not feel like it, but they did offer us a lot of their scientific and technological knowledge we are still trying to decipher," Chief explained, "As an example, their gift being the AI and Neural guided Drone weapons have been instrumental in aiding us to improve our current missile technology. So in that case, the agreement isn't too much of being one-sided as one might think."
"I suppose you're right in that regard," Diplomat said, "Speaking of which, didn't our benefactors have a request recently?"
"They did, I'm afraid," the Negotiator answered, "They are now asking us to forge fake documents so that they may send their prospective and talented officers to our military academies."
"From being their primary weapons suppliers, Research and Development, Military Advisors, and now educational teachers. I'm not even surprised anymore. For a people who always idolized the military and armed conflict in general. You would think that they would be capable of doing most if not all of that by themselves right?" remarked Politburo.
"So this is just a quick question, but why do the benefactors need our weapons and our military education more specifically?" asked Diplomat, "Can't they just use their own?"
"Theoretically, they could," explained Chief, "The problem is that many of their equipment, weapon systems, strategies, tactics, and doctrine are completely outdated in the context of today's style of modern warfare."
"Adding to that is because of their 'isolationist' mentality and the long peace that they have endured until very recently. A lot of their equipment is severely outdated and needs a total makeover and reform. As such, it comes as no surprise that if we are pinned against them on the battlefield. Nine out of ten times we will come out on top of every battle against them. The Simulations have confirmed these findings," added Tactical. "Their drone Weapons are ineffective against our shield and armor, and their onboard ship weaponry, the Energy Pulse weapon turrets. Are just too weak to do anything unless powered by a Zero-point Energy Module. But even then, takes up a lot of power anyway. Making it inefficient for sustained combat therefore regulating this weaponry to point defense roles. They only found out about this after engaging in a short, but brutal war against their adversary. Only to realize how completely outdated their military was forcing them to come to us for aid to rebuild their armed forces. All-in-all, their current weapons layout without our help would place them as being an outdated system from the pre-Golden Age era. But even then, the weaponry we are giving them does come from the pre-Golden Age, roughly around the 15th to 17th millennium, to be precise. We have been hesitant to give them more modern weaponry, henceforth, why we gave them weapon systems around this era. It goes to show, how powerful we have become during the Golden Age of Technology."
"So then if that is the case, why haven't we gone against them yet and get us out of this extremely complicated situation?" Diplomat asked.
"Because...The location of their civilization is...A bit complicated?" said the Negotiator.
"Complicated how?" inquired Diplomat.
"Complicated as in, their location is similar to that of the Asgardians, whose we all know civilization is located in another galaxy kind of complicated," explained the Negotiator.
The diplomat expresses her look of dissatisfaction over the news, "That is quite unfortunate."
"Quite unfortunate indeed, however, that might change," said Navy for the first time, "If we acquire the Asgardian Hyperdrive system, then we might have a chance."
"Oh? Have we managed to acquire a working sample of their tech then?" asked Scientist.
"No, not quite yet," said Intelligence, "We have already established the fact that the new alien civilization will pose no threat to our nation. The only issue is one of these alien civilizations, the Asgard Federation, is completely out of reach for our forces. Our conventional Interspace drive systems do not possess the speed necessary to reach the Ida galaxy within an acceptable amount of time for us to wage an offensive against the Asgardians. Because of this, the Asgard Federation enjoys the relative safety of the barrier, known as long distances. The same goes for our elusive benefactors. We may be able to acquire one such Intergalactic Hyperdrive. Especially, one quickly, after all, we have our benefactors. Out of all the things we have asked them for. We have still yet to request an Intergalactic Hyperdrive system. We have yet to make that request, and who knows? We they may just give us one."
"An interesting proposal, However, I must ask. What if this request gets rejected? Then what are we going to do?" stated Chief.
"Then we'll have to do it the hard way," explained Intelligence, "Through the actions of the Custodianship and get the aliens into trust us with gifting an Intergalactic Hyperdrive system to our people. If not, we could always go for the more desperate option of going on a massive scavenging hunt for any potential Ancient artifacts and hopefully one of the artifacts we will uncover is an Intergalactic Hyperdrive. Or we could try brute forcing our research into Hyperspace and conventional Interspace Drives. To increase the speed and create our version. There are many options we have, Chief. Not a lot of them bring us one step closer and faster to our goals."
"I see," Chief nodded, "It appears there is still much work needed to be done. In that case, why not begin going through all options then? If we start doing them all now, we will have backups in place if one plan doesn't work we will go through our focus over the other."
"A sound idea, Chief," said Intelligence, "I'll make preparations for that immediately."
"See that you do," Chief replied, "And remember, time is of the essence. We need that drive system as soon as possible if we are to ensure our continued security."
"Will do Chief," replied Intelligence, "I can't exactly promise when we will have a prototype in place. However, what I can tell you is that the science teams are already hard at work to reverse-engineer the Goa'uld designs and utilize our advanced Matrioshka and Jupiter brain supercomputers to crack the secrets of Hyperspace travel. It will take some time Chief. But massive progress is being made as we speak. Already we are seeing breakthroughs in our research, Hyperspace FTL is surprisingly easy to work with compared to Interspace FTL."
"Yes, but do remember that research into Interspace FTL is also important. We should have two forms of FTL travel at our disposal compared to having just one. It would be foolish to believe that one FTL method is superior to the other," Chief reminded the agent.
Intelligence nodded in response, "Agreed, you a fair point. I'll try and keep that in mind,"
"Okay, with that out of the way. Is there anything else our benefactors would like to request?" Diplomat asked.
"Not really, apart from ship-to-ship weapons systems, aid in research and development, along with education and military training. Our benefactors haven't asked for anything else. What is surprising is that they haven't asked for our small arms yet," answered the Negotiator.
"Of course," scoffed Tactician, "Why won't they? Compared to their blasters, the small arms we use in the military, are too primitive to their small arms by comparison. So in this case we have to ask. Why would they need ours in the first place?"
"Reliability," General spoke up, "Unlike conventional energy weapons, chemically powered projectiles are more reliable because it doesn't need too much modification to work in every environment. Adding to that, it can't be affected by energy-disrupting weaponry or an EMP that can render a standard energy weapon useless during combat. There is also a wide variety of bullet types and variations we utilize for our small arms as well. So to conclude, they are reliable compared to energy weapons. However, I hold to the benefit of the doubt that theoretically. There could exist an energy weapon type that can match the reliability of our current small arms weaponry. But until that happens, we are stuck with having this primitive system."
"I believe the benefactors would like to argue otherwise," replied the Negotiator, "They too have a valid argument in favor of their small arms weaponry."
"Alright, enough with this talk. Let's get back on track," Chief demanded, "Now we know somewhat about the Asgardians' capabilities, we know that they are weaker than us. Barring the fact that their safety is ensured by the fact that we are galaxies apart. What I want to know is the threat posed by the other aliens. So what do you have for us in this regard?"
"Well, I mean. There is not much I can say about them other than being extremely weaker than the Asgardians," Intelligence answered honestly, "If we are talking about aliens who may be similar in technological level and sophistication to the Asgardians then it would be the Nox. Even then, the Nox doesn't even have a military to begin with. We have done a little digging, and I am confident to say. Ambassador Lya of the Nox was right when she claimed her race doesn't have a military. They don't have one to begin with. How? I'll explain."
Intelligence brought up the holographic display captured by one of the millions of spy probes sent by Sol Intelligence deep into the galaxy. The image in question was a planet designated by Sol-Intelligence as Priority World-1 33/27. The planet in question is divided into six continents separated by three major seas, with 20% of the planet being comprised of small polar ice caps. The terrain of the planet is mostly forests and mountains, with patches of grassland and rolling hills between the larger forests.
From a glance, it seemed uninhabited despite showing signs of being able to bear life. There were no lights during the planet's night cycle, a key indication that a civilization existed on the planet and there was no sign or evidence of any unnaturally made pollutants found often in industrial factories and foundries. However, as Chief suspected, there is more to the world than meets the eye.
"As you all can see here in this image, we believe that this is the Nox homeworld," Intelligence continued.
"But the planet looks abandoned?" stated General, "Are you sure the probes aren't mistaking this?"
"You make a valid point, General. However, if we are to take a deeper scan," Intelligence waves his hand to change the display. Showing now an image of an in-depth scan of the planet. "You can see immediately that this planet is indeed inhabited. Our discrete long-distance DNA scan from the Nox DNA we swiped from the delagation confirmed a large amount of Nox lived on this planet. It is indeed their homeworld."
"Fascinating," said Executioner, "Their cities are not on the ground but are floating in the sky. It almost reminds me of our floating cities in the gas giants and on Venus."
"The Nox civilization and their society seem to have been able to co-exist with nature itself. Their technology runs on what we could describe as 'clean' energy. The fact that most of their population have chosen to live primitive lifestyles despite their advanced technology with the rest living in the cities to maintain them and preserve their technological achievement. From what we are seeing right now, it seems to confirm what Ambassador Lya has claimed about her race. That they are a peaceful, nature-loving group of people," Intelligence explained.
"So basically what you are trying to say is that they're a bunch of space hippies?" Scientist stated.
"I think they would find that term, offensive. But, I guess that is one way of describing them," replied Intelligence.
"If this is true, then the aliens don't pose a threat to us anyways," said General, "We could just park a NOMAD Orbital Mobile Aerospace Defense platform in orbit around their world and force compliance if they prove to be troublesome."
"I won't say that would be the case, General," Intelligence answered.
"And why not?" asked General, "You said it yourself, they don't have a military."
"They don't have, until very recently," Intelligence corrected, "You see general, over the past couple of months now. We have detected an increase in activity from all across the world. Moreover, we have also detected what could only be described as numerous Hyperspace windows opening and closing during that short period. Wondering what was going on. We had the probes dispatch their ground probe and drone payload to get a good look at what was going on planetside. So imagine our surprise when we discovered that the supposedly peaceful civilization, that the Nox claim they are, had begun militarization efforts. Their normal citizenry is already forming the basis of what we can describe as a citizen militia. Trained in the art of guerilla warfare, amplified by their advanced cloaking and stealth technologies. Not only that, they are equipping themselves with weaponry supplied to them by the faction we know identified as the Tollan. Safe to say, the Nox are no longer as peaceful as they claim to be."
"Well, I can't blame them. It's hard to remain peaceful when the galaxy is filled with so many tyrants, megalomaniacs, and psychos," stated the General, "But that aside, do we know what kind of weaponry the Tollan are providing to the Nox?"
"It's some kind of Ion-based energy weaponry," replied Intelligence as he once again brought up a new image on the planet. This time with markings showing important points of interest. "We detected several of these strange weapon emplacements scattered throughout the planet. We believe these giant weapons fire charged particle streams into space from their location on the surface of the planet with deadly accuracy and have the capability of being able to destroy any non-SolForce vessels in one or two shots. We also believe the targeting ranges of these weapons had intentionally overlapping fields of fire so that they could provide additional protection if a single cannon was either disabled or destroyed. It is a type of ground-to-space weaponry, one that is best suited for the Nox style of combat. In this case, its small profile and compact design make it easy to conceal and hide in the dense forest of their homeworld. Any attacking force would be easily lured into a false sense of security until these weapons fire. It is ingenious and yet it fits well to what we know about the Nox and their general society."
"Are these the only weapons they have?" Chief inquired.
"No, it appears they also have acquired several variants of the Ion cannon weaponry to be attached to their ships," Intelligence answered, "And yes, they do have a navy. The issue is, that their navy consists of 'shuttles' rather than mainline capital warships. While might not look threatening at first glance. However, these vessels are small, nimble, and highly maneuverable matching close to a standard fighter craft. Now equipped with Ion weaponry, they can deal tremendous damage to an inexperienced commander. We have yet to ascertain how many 'shuttles' the Nox currently has in their inventory. Considering that Nox mainly prefers to use the Stargate Network for interstellar transit. Our findings have been, quite difficult and questionable at best. However, we can determine how fast in FTL these vessels go. We are confident to say that the Nox does not possess the Intergalactic Hyperdrive variant found in Asgardian ships. They do, however, possess fast Interstellar variants, reaching speeds that slightly exceed that of conventional Goa'uld drive systems. So, to conclude their navy would do some damage, but it would be nothing more than a slight setback and an annoyance at best."
"I see, and what about other weaponry, such as small arms? Do they have that at all? That is my question," asked General.
"They do, also given to them by the Tollan is a curved, triangular-shaped weapon used by their security forces. Steel gray in color yields a thin line of violet energy. It has only a stun setting, and thus can not kill any being. Fitting for their pacifistic nature. But if you're wondering about more violent means they have at their disposal. Then you'll be surprised because apparently, the Nox have decided to copy our thinking about our small arms and resorted to primitive means. How primitive you might say, The Nox generally make use of cold weaponry (swords, spears, shields, bows, crossbows, etc.) along with the enhancement of giant military land ships playing similar roles to naval warships." explained Intelligence.
"O-Okay that is unexpected of them," General stated, "Is that all?"
"No, Firearms and explosives do exist, but unlike ours, they are firearms that use Energy as the operating mechanism and fire solid Energy projectiles, making it more of an 'energy weapon' that fires bullets – which, from a soldier's standpoint, are disposable as a projectile bullet themselves. On the other hand, Nox explosives use compositions that are derived from a previously unknown chemical compound we have yet to identify. As a result, firearms are a rarity for the Nox – more so than explosives – with handguns being more common than long guns (e.g. rifles, shotguns, (sub)machine guns) that are almost exclusively used by those living in the modern floating cities who have a native predisposition with technology than most of their brethren. From what we can already tell, these weapons we have stated are not Tollan-made in origin. But rather are made by the Nox themselves. We have still yet to explain why they possess such a large arsenal of weapons at their disposal, to begin with."
"I see, it is strange isn't it?" Chief stated, "They have this vast arsenal of weapons just lying around ready to use. It is almost like they were ready for war. If not, then the only reasonable explanation is that they used to be warlike in the past before choosing pacifism. Why they choose to forget this aspect of their past intrigues me the most."
"Perhaps is something we should look into," suggested Diplomat, "Something must have forced them to choose pacifism as their way of civilization and society. Whatever, the hell it was, it impacted their society greatly. If we could find out what this event is. Perhaps we could exploit it?"
"Hmm, perhaps," Chief pondered on the suggestion. Giving it a deep thought, "Anyway, is that all that they have?"
"No Chief, they also possess a more...Exotic form of weaponry or weaponry suppression system. One that we have yet to understand how it works" Intelligence replied.
"Exotic how?"Chief asked, "Is this a device of their making?"
"No, it is more of a Tollan creation. But we have yet to inquire if the Asgard possesses a similar system. Our evidence seems to point that is the case."
"So what is it then? What kind of weapon is this?"
"It's not a weapon to say at least. More so on the side of a defensive system," explained Intelligence as he brought up another image, this time displaying the device in question. "As you can see, these small devices have the capability of disabling all weapons technology apart from friendly sidearms as they pass through it. We believe the device scanner is also as effective on both projectile weaponry, like those carried by our forces, and energy weapons, like those used by the Goa'uld. They are typically placed in the doorways or hallways of strategically important buildings and rooms, or even in trees, trunks, and branches all around the forest, they were designed to be easily disconnected for inspection and repair. However, despite its ability to disable energy weapons. We believe it is highly unlikely that the device works on any form of melee weapon (such as a knife or all kinds of cold weaponry in general). While incredibly unique, we believe the Asgardians possess a similar system, equipped onboard their ships. Because of this, this very device has the potential to be a nightmare for any boarding party attempting to raid a vessel with one such device. We designated this piece of technology to be the most dangerous out of all in their arsenal."
"How is it that we haven't come up with one such technology?" asked the Naval, "It could be beneficial for our naval ships to have to deter boarding actions. Especially, those launched from the Swarm. Hell, for the civilian-side ships, they could be used for defense and protection against pirates, slavers, and raiders. I'm surprised no one has even thought about this kind of system yet."
"Well it probably because the need for such systems had never really materialized for us," Intelligence explained, "New technology and innovation are often born from the need to solve key issues and problems that one might face. In this scenario, there was never really the need for this system in place. Boarding actions during the Sundering were extremely rare barring a rare few circumstances regarding such boarding actions. It was a situation that was born from our naval vessel's advanced energy shield which prevented boarding through pods and teleportation transporter and our advanced point-defense network. So, understandably, you can see why we never developed this kind of system."
"I suppose that makes sense," replied General, "It would explain why the Nox have Cold Weaponry to begin with, despite having advanced technologies at their disposal. It is just I am having trouble imagining how this kind of warfare would play out."
"It's the same for me as well," replied Executioner, "I can't fathom how a civilization and a society this advanced. Can still find a use for such primitive weaponry, it's madness to think about it. The last thing I expected for an alien society is for them to still wage war via swinging swords and blades at one another."
"And putting that scene during a ship-to-ship boarding action, and we will find ourselves reenacting a swashbuckler character from the many tales and legends dating back to the ancient age of sails period," Scientist stated. "It's a funny scenario, for sure but it seems all too real now."
"But you know, do keep in mind the Nox aren't exactly going to war. They just happened to decide on following the policy and doctrine from the Old Earth country of Switzerland, being armed neutrality. The weapons you see, aren't going to be used as much as you might think. It's probably a deterrence and a show of force as to what the Nox are capable of when angered. What we do expect is for them to use the Tollan sidearm for most of these incursions and encounters. Because it fits with their neutral pacifistic views. In this case, armed weaponry is probably a last resort option," explained Intelligence.
"I see, and speaking about the Tollan. Let's talk about them, considering we now know much about the Nox. Let's discuss this... Independent Human Civilization everyone, including the media, is talking about. So, what do we know about them?" asked Chief.
"Not much, other than the fact that they are an isolationist bunch with somewhat of an arrogance streak and a mentality that is often described as paternalistic," Intelligence briefed Chief and his peers on the information, gathered about the Tollan. "This attitude stems from an incident involving them giving advanced technology carelessly to a civilization much more primitive than them with catastrophic consequences which led to the destruction of their original homeworld. It wasn't until recently, using Nox terraforming technology that their homeworld was restored to its original state. But the resultant incident had a major impact on the Tollan, as they have become isolationist and at times reluctant to give out technology to worlds and civilization they deemed as primitive, lest they repeat the same mistake that doomed their original world again."
"That sounds very familiar," stated the Negotiator, "We had similar situations occur many times in the past. From lost colonies and our misguided attempt to reintegrate these colonies into the collective fold. From the looks of it, the Tollan had it lucky compared to the 'several' disasters that we inflicted upon ourselves. And was able to learn and call the quits when it became apparent that this was a bad idea. Wish we had obtained the foresight sooner to know beforehand that these attempts were severely misguided, to begin with."
"But then again, now we know what not to do in these kinds of situations, and we should take note as well. Considering most of the worlds across the galaxy are indeed primitive compared to ours," said Planner.
"You make a good, point Planner. We should make a note of that, immediately!" Chief replied.
"Understood, Chief I'll see to the task," replied Planner.
Nodding in response, Chief then turned to Intelligence and gave him a gesture, "You may continue with your presentation, Intelligence."
"Moving on, like the Nox, whom we know they are in an alliance with. From a glance, the Tollan seems to be a peaceful, pacifistic society. But do not be fooled, they are far from being as pacifistic as the Nox. If threatened, the Tollan will respond in force. They will use their Ion cannon freely to smite any foes that dare to threaten their society. As such, the Tollan was able to remain remarkably independent until recently for tens of thousands of years during the slow rise of the Goa'uld Empire. An impressive feat nonetheless. Unfortunately, for them, a Goa'uld by the name of Anubis was a lot smarter than the average System Lord out there. Combined with their general isolation from the rest of the galaxy. The Tollan was sadly unprepared when Anubis came by and revealed to them, ships that were impenetrable to their weaponry. Unsurprisingly, the Tollan surrendered and soon became vassals and slaves to the greater empire. Forced by Anubis to develop an unspecified weapon, to this day we have yet to discover. Whatever it was, the Tollan began this centuries-long plan to free themselves. Eventually allowing them to regain their independence following our incursion into the Empire which led to the general collapse of the Empire altogether."
"But this isn't the end of the story, isn't it?"
"You are right, chief, it wasn't the end of the story," Intelligence answered, "You see, the experience of the occupation endured by the Tollan had a profound effect on their collective psyche. Never before had the Tollan been threatened in the way Anubis had threatened them. Never before were they forced to endure a brutal occupation of their society and civilization. As such, like the Nox before them, they changed their pacifistic ways to one of armed neutrality. The Tollan have taken it upon themselves to become a militaristic paranoid society. A mentality that was sadly amplified by our existence."
General frowned at that statement, "They don't trust yet as friendly and only see us as hostiles?"
"Sadly yes, that is the case," Intelligence replied, "It is hard not to get paranoid when your civilization has just been occupied by a foreign force and you spent all these years preparing for the day of liberation, and after said liberation, you then find out that there exists a massive hyper-advanced civilization with a navy that will bury you in mass more than several times over. It is now that I am receiving word that the Prime Minister is reconsidering our Agency's competence against any future threats that may arise."
"On that note aside, do we know what their naval capability is like?" asked Chief.
"Their navy is nothing more than a joke, to be fairly honest," replied Naval, "Having a force of roughly two to three thousand active warships, with some of the ships of the fleets do not even combat ships, to begin with. We concluded that the Tollan navy would pose no threat to our forces if we were to engage in a direct hypothetically hostile conflict with one another. The Tollan naval ships are equipped with no more than their Ion cannons, used for mainline ship-to-ship combat and point defense measures. Their ships lack more diverse forms of weapons systems than we would normally expect. Such as missiles, a wide variety of energy weaponry exotic or conventional, etc. But what we have found instead is a navy that has yet to experience a taste of what a full-scale interstellar war would look like. "Indeed, it is," Naval answered, "We are not sure why that is the case. The running theory is that the Tollan has decided to forgo speed and power for a more streamlined and energy-efficient engine, with evidence to support this theory. As you are all aware by now, before this whole occupation by the Goa'uld Empire. The Tollan as a people and as a society were wholly isolationist. Because of this, and combined with the Tollan lack of interest in expanding beyond their little sphere of influence. We have come to the idea that the Tollan may have seen no need for faster FTL speeds. As such, they would have devoted a lot of their time to improving their current system. To be more streamlined and efficient for future travels. Henceforth, explains why their FTL speeds are the way it is."
"An intriguing theory, and just how fast are their FTL drives exactly?"
"Approximately, 2.625 to 8.125 light-years per day," said Naval, "A right amount of speed if they wanted to remain discreet and non-existent as possible in their little area of space. Henceforth, this also explains why the Tollan delagation had to come via hitchhiking on a Nox or Asgardian ship."
"I see, and speaking about the alien delagation. What about the last aliens on the list? The so-called Goa'uld rebels refer to themselves as the Tok'ra. What do we know about this elusive group?"
"Not much, other than the fact that they are quite literally the rebellion against the Galactic Empire," Intelligence stated, "A rag-tag bunch that is to say for sure. We know that their military forces are small. A detailed recon of what we believe is one of their worlds has shown it to be underdefended, at least by our definition. Their navy consists mainly of stolen or repurposed mainline Goa'uld ships. We have yet to see the Tok'ra have ships of their own. However, based on our initial findings, we concluded the Tok'ra lacked the heavy industrial base necessary to build and field larger warships of their own. They can do maintenance work on these stolen warships. But manufacturing them and getting the necessary components is an issue. One that they are forced to rely on spies and agents embedded amongst the ranks of the Goa'uld Empire's highest echelon and elites."
"Interesting, tell me more about their so-called spy network. It must have been quite formidable if the Goa'uld Empire had found it difficult to eliminate such a ring operating within their Empire."
"Indeed, that is what I believe is the case, Chief," Intelligence answered, "However, my colleagues in the Intelligence department don't believe it to be so and have disagreed with me on this claim."
"Oh? And why is that?"
"Well to be blunt, they argue that the Goa'uld, in general, are terrible at counter-espionage actions and operations to begin with," Intelligence explained, "There is evidence to suggest that this is the case. For one, the Goa'uld System Lords are megalomaniacs who are too drunk in their invincibility. Adding to that, because of this mentality. We expect the Goa'uld to not care at all or if they are aware. Then they would believe the spies would pose no threat to their plans. Arrogantly, believe that their superiority would be enough to deter any acts of sabotage from the Tok'ra. There are arguments against this theory, being they are aware of the existence of spies and they are doing nothing against them. Mainly because these spies may work with said System Lord against their peers. Recent evidence has shown that to be the case, with both Tok'ra and Goa'uld working together to solve their...Fertility issues and the continuation of their race. But until we know more, this only remains a theory at best."
"They are a bit two-faced aren't they?" remarked Chief, "They say they are against the Goa'uld Empire, but yet they willingly allied themselves to their strained brethren for survival. Not exactly, a trustworthy people worth keeping around."
"Indeed, the evidence we have had shown that in the recent years. Both Goa'uld and Tok'ra are willing to put aside their difference if only for survival. Kinda, like us humans when the Nightmare Swarm nearly threatened to end our civilization. The two plagues affecting their species have already ravaged most of the Empire and the Tok'ra population. It is only a matter of time before both Goa'uld factions will be extinct. We estimated by the end of the Century the Goa'uld will cease to exist altogether."
"Do we know how this situation even happened to begin with?" asked Diplomat a little worried. "The idea of having two successive diseases affecting a large population is a great cause for concern for our security."
"Indeed, we have and it is a great cause for concern," said Intelligence.
Executioner frowned, "How so?"
"From the corpses of the Goa'uld, we have at our disposal and the virus samples within their bodies. Our scientist in the biological department has confirmed that the two plagues unleashed upon the Goa'uld aren't natural. Someone made it, some power out there in the galaxy had deliberately engineered a series of bioweapons with the sole intent of wiping out the Goa'uld as a species. With this level of engineering and modification, we are seeing in the viruses' genetic code. There is only one culprit we could think of," explained Evolution.
Diplomat looked in horror, "You can't be serious? You mean...The Aschen!?"
"That is rather disconcerting," Chief commented, "Are you sure of this claim?"
"Indeed we are, what we are seeing here fits their modus operandi," Evolution nodded in response. "It is the only explanation that makes sense to us."
"But with all due respect, Evolution. The Aschen have been destroyed for thousands of years since the Sundering. Especially, what happened when they unleashed that nightmare upon humanity. They couldn't have made this plague," stated General, "What makes you think it's them anyway?"
"One of the plagues affecting the Goa'uld species was a sterility virus," Evolution continued, "The Aschen are known for many things. Cruelty is one of them. During the war, the Aschen unleashed a wide variety of bioweapons upon our worlds and colonies. One of the more infamous of them all was the sterility virus. A smart bioweapon designed to induce sterility in those infected by it. The virus had a 98% percent effectiveness and would instantly render those infected with it, both male and female, sterile. The virus would also terminate any existing pregnancies in those infected with it. A terrifying weapon, only to be more horrific later on as the virus mutated to jump species to infect plants and animals with only a few species of birds having a natural immunity to it for an unknown reason we have yet to discover. Within thirty years, the virus was able to render the major extensive terraformed colonies a barren wasteland with only the immune birds still alive and even trees having died out. While the virus would eventually burn out its effects would remain irreversible, without extensive terraforming for the years to come. Even now, we are still cleaning up from the horrors of their actions and after discovering the viruses within the Goa'uld. That particular horror resurfaced, which is why many in the biological department believed them to be responsible."
"If that is the case, then that would mean the Aschen would have been aware of the wider galaxy long before we discovered the Stargate," Executioner stated.
"That would be correct, so. As far as we can tell, the only advanced power that we know with such capabilities is us, the Nox, the Asgard Federation, and the Aschen," said Evolution, "Of course, we could be wrong and there could be another advanced civilization out there with similar capabilities. But for now, we still don't who and what purpose they have for the extinction of the Goa'uld. My intuition is telling me for not good reasons."
"Indeed, that is a good cause for concern," Chief said for the first time, "Now, with everything we have discussed so far. What do you all suggest this agency should take for the immediate future? In light of what we have discussed so far, with the available evidence at our disposal."
"I say for one, we must acquire a sample of the Tollan weapons scanner disabling device as soon as possible," Intelligence advised, "It is a technology we haven't seen before and it will do us no good if we don't have similar technology in our hands. We must have one because we could figure out how it works and develop a countermeasure for our regular forces. Should they encounter an enemy with similar technologies, adding to that is we must invest in tactics and strategies used to counter this technology as well. My department has listed that this technology to be a major threat to our forces in the immediate future."
"Very good, Mark that as your top priority. We need a sample of that device," said Chief.
Intelligence nodded, "It will be done, Chief. And what about the Tollan Hyperdrive do we try and acquire that as well?"
"I won't see the harm in trying to acquire a few more samples if it would help diversify our research in this field more. I say, go for it if you have the opportunity."
"I see, I will also add that to the list then."
"Very good, now then, is there anything else any of you would like to add?"
"I do have one suggestion sir," Evolution spoke up, "It has something to do with our counter-espionage operations."
"I see, and what do you have for us then in this particular field?"
"It has something to do with the Tok'ra and their espionage capabilities and our countermeasure against it," explained Evolution, "As you all are aware by now, the Tok'ra possess a formidable Intelligence Agency operating for thousands of years within the Goa'uld Empire. While their effectiveness is much debated, what can't be denied is that to be able to operate continuously within such a large centralized empire takes a lot of skill, experience, and ingenuity to create such a network to operate in for thousands of years without being detected or destroyed. Therefore, they can be commended and praised for creating such a robust network and operations. How this ties into our counter-espionage operation is that the Tok'ra Intelligence Agency may present itself as more than a threat than we could have imagined. Think of it this way, spies, traitors, double agents, and turn-coats are one thing. But potentially having one of our agents possessed by a Goa'uld parasite turn against us is another. One that may prove to be more troublesome down the line. We know for sure that when a Goa'uld possesses a host, they not only gain the skills of their host, but also their various memories, emotions, and behaviors. This leaves us with an unacceptable vulnerability within our counter-espionage measures. While the Tok'ra may claim to take 'willing or voluntary' hosts. Who is to say that they will honor this commitment and promise if the mission requires it? For all we know, they could be lying about the whole 'willing or voluntary' hosts thing."
"Indeed, that is a great concern," Chief replied, "What are you suggesting we should do then to mitigate this potential issue?"
"We have a few ideas, but so far nothing too concrete yet," said Evolution, "Currently, my department is working on a special scanner that can detect Goa'uld parasites with ease, which we plan to have in place throughout all of our most important facilities and black sites. The scanners themselves are designed to passively scan multiple targets at once. If the scanner detects an anomaly within a scanned individual. Then the system will mark that individual as a person of interest and will alert security to apprehend the suspect. However, it is to be noted, that this system is still in the design phase. We have yet to test if this will work as such, there could be gaps within our counter-espionage net until we get the system right. We may have to rethink how we will do counter-espionage operations from here on out."
Chief absorbed the information and understood the reasoning. "Problematic. Very Problematic. We will need to look into improving our current counter-espionage systems and our thinking. Several ideas sprang into mind, Chief would have to look into them later. "Are there any other concerns that should be made a note of?"
"No," replied Intelligence, "That will be all for our concerns until a situation erupts or we have an update to further our understanding. That is all that we have here today."
"I see," said Chief, "Very well then, let's call it a day. Update me if you have any updates, you are dismissed."
As the room got up and left, Chief otherwise known as Director Faulke was left alone to ponder over the situation. It was a fluid situation, that much he could agree. A lot of things could change in the following days if not hours to come. Many of his colleagues, including his benefactors would like to leave the aliens alone or preemptively destroy them before they could cause more trouble down the line. While others would wish for a peaceful solution or take advantage of the overall situation to further their agenda.
That much Chief could agree with. In his mind, peaceful relations were always the best outcome. Unfortunately, not everyone held the same belief thus necessitating the existence of his organization. Reality is often more disappointing than fantasies. Therefore, it was unfortunate that they didn't have this luxury.
In the end, Sol Intelligence started to get a feel for what the Aliens were capable of, it was a very small picture. But as far as he was concerned it was a good start.

Info: A Technological Achievement Tier was a level of categorization used by the Ancients to assess the technological advancement of civilizations. The Asgard later adopted this system to determine the strength and technical prowess of other cultures within the Local Group. There is a total of eight tiers, and the lower the Tier number, the more advanced the civilization's technology is/was.
Tier 7: Pre-Industrial:
Tier 7 is one of the most common and stable states, with limited weaponry and environmental threats. These societies in question tend to be small and scattered, driven by subsistence farming, foraging, or hunter-gatherer needs. Technology is limited to simple handmade tools, weapons, or agrarian implements and methods, but a very broad understanding of planetary and solar mechanics is not uncommon.
Every race discovered usually starts at this level and eventually makes its way up the tier. The Replicators are somewhat natively at this Tier level but can jump up to any tier depending on the level of intelligence and technology they manage to absorb. Most human civilizations and planets under the control of the Goa'uld remain at this level of development. A situation enforced by the Goa'uld to maintain their control over the Milky Way Galaxy. The Ori civilization does possess such type of human worlds under their dominion. But for a completely different reasoning compared to the Goa'uld. There also exist some societies of this tier within Pegasus. Having been culled recently by the Wraith. These societies have always found it hard to survive and thrive after each culling with reduced tech and need to stay hidden as much as possible. Thus, making some of these societies firmly in the rank of tier 7.
Tier 6: Industrial:
Tier 6 is the outset of massive urbanization. Agrarian societies can remain stable in the pre-industrial stage, but Tier 6 population strain and mechanized food production invariably create political and economic pressures very few can balance. Moving past this usually promises advancement. Some societies improve environmental and medical understanding concurrently with mechanical and transport advancement. Those who do not are frequently doomed.
Humanity stood on this level from the late 18th to the mid-20th century. The Planet of Langara currently sits at this tier. Along with the planet of Pangar. It is possible that the Novan Civilization stood at this level before rejoining the Tau'ri following the Destiny Expedition because they had recently rediscovered the radio and flight before they were forced off their planet due to a major geological event. Most societies within the Pegasus Galaxy are at this tier level. A natural consequence of their constant culling by the Wraith.
Tier 5: Atomic Age:
Tier 5 species usually begin focusing on clean energy production. The occasional belligerent species will use atomic energy for weapons, often resulting in mass extinctions. In-atmosphere craft is a hallmark, often leading to manned space flight, albeit on a short scale. To limit interplanetary exploration of one's solar system.
Humanity entered this age in 1945 when the first atomic bombs were dropped on Hiroshima and Nagasaki in Japan. The planet Vanaheim currently stands at this tier. The planet of Tegalus, the powers of the planet's two main continents; the Caledonian Federation and the Rand Protectorate currently stands at this tier level of development. The Genii civilization is believed to be at this stage. Although they lack several key technologies that would fully make them a tier 5 race. Despite this, the Genii civilization is firmly at this level of development by far, compared to other civilizations and societies across Pegasus.
Tier 4: Space Age:
Tier 4 is often the final resting place for species intelligent enough to break free from their cradle's surface only to fill the gulf surrounding it with war. Their comfort-focused technology can include medical advances and limited spaceflight and interstellar capabilities.
This is the tier where humanity stood at the time of the Interplanetary War in the 2160s, having met the conditions with the development of viable space travel during the 21st century. The Galar and the Orban stood at this level following their Post-Information Age followed by the planet of P2X-416, where its inhabitants. The Optricans and Bedrosians currently stand at. The planet Hebridan also stands at this level along with the Serrakin who lived in harmony with the humans of Hebridan. The Tollan also stands at this level somewhat. Although they possess some form of space-faring capabilities, these are currently limited to planets around their solar system, nearby star systems, and through the Stargates. The Novans are believed to be at this level following the exodus from their homeworld. In contrast, they do possess at least some form of interstellar capabilities. They have yet to make the necessary developments to regain FTL technology. Therefore, making the Novans solely a tier 4 society.
Tier 3: Space-Faring:
Species have efficient Faster-than-light navigation, mass drivers, asynchronous linear-induction weapons, basic energy weaponry, Holocrystal storage, and semi-sentient AI—though their creation requires memory transfer from the freshly deceased and/or flash cloning. Advanced medical technologies along with having a basic understanding of Gravitics manipulation, basic energy shields, etc. They must have no outside influence in the design of such technologies and they must develop on their own to move to the next technological tier.
For most of the 25th and 26th centuries, humanity stood at this level for the duration of the 3rd and 7th millennia. The Goa'uld for most of their existence could be considered at this level. However, lacked many of the key technologies that would have made them get past this ranking. The Wraith currently stands at this tier level, despite the unique organic technology they use for their ships and general technology. The Nox currently stands at this level because of their pacifism and their lack of interest in expanding and exploring beyond their homeworld. Despite this, they do possess the technology that would allow them to be advanced. Albeit still with limited space-faring capabilities. As such, they currently stand at tier 3. The Traveler people of the Pegasus Galaxy are firmly at this level. Having been spacefaring for as long as they can remember their spaceship technology and civilization make them a tier 3 society at best.
Tier 2: Interstellar:
The species can perform exceedingly accurate Faster-than-light navigation, near-instantaneous interstellar communication, man-portable application of energy manipulation, basic stellar creation, advanced energy shields, etc.
Humanity reached this level in the 7th millennium and stayed at this level of development until the start of the 17th and 18th millennia. The Asgard currently stands at this level as of the present day. Despite going through numerous golden ages during their one hundred and twenty thousand-year histories. They still have yet to make the necessary development to transition to being a 1st tier civilization. Unfortunately, due to their current situation. This may remain a lofty dream as their war of the replicators and their genetic cloning issue have nearly rendered the Asgard extinct. Making them unable to make the transition. Until now, level Tier 2 has been the highest technological tier available with the common belief that a Tier 1 civilization is only theatrical at best. The Aschen Confederation sits solely at this tier despite being cousins to the Humans of Sol. Because of their limited population and territory, this meant that they hadn't been able to make the rapid advances necessary to become a tier 1 society and civilization like their brethren in the Sol Sphere. Therefore, limiting the Aschen Confederation to merely a tier 2 level instead.
It is widely believed that the mysterious Furlings are at this technological tier. Being the second oldest race within the Alliance of the Four Great Races, it is understandable that the Furlings have access to advanced technologies that are beyond the Asgard in certain areas. However, the latest information and rumors would suggest otherwise. There is a growing consensus among the Asgard and the Nox, along with the latest discoveries into the mysterious Furling civilization, suggesting that they might be more advanced than they let on. Reaching the point that they might be considered not a tier 2 but a tier 1 civilization. But, without evidence and the lack of apparent artifacts from the Furlings. This only remains a theory at best. Leaving the Furlings at this tier category.
Tier 1: World Builder:
The species can manipulate gravitational forces, create AI with full sentience, fabricate super-dense materials, perform super-accurate Faster-than-light navigation, the ability to create life, and the ability to create worlds, etc. The Ancients and their various factions are the most prominent civilizations to have reached this level. Given their unique technological sophistication, the Human of Sol currently stands at this technological tier. They have reached this level of development on their own and faster than what was thought possible for a civilization to develop technologically, socially, and culturally.
They have reached this tier following the wake of their golden age of Technology, starting from the 18th to 25th millennium. And to this very day, the humans of Sol have remained at this level since then. They have yet to make the advancement necessary to access more of the advanced technologies available in this tier. Until now, the Humans of Sol is the only example of the existence of this type of civilization present in the Milky Way galaxy. All Ancient factions that are still present, such as the Ori, Holy Miliesti Empire, and the Confederation of Three are at this level of technology.
Tier 0: Transsentient:
As the Ancients had no examples of civilizations with technological accomplishments greater than themselves—except the mysterious beings they dubbed the Precursors—this is a theoretical ceiling. It is suspected that they can travel between galaxies to other universes and the very fabric of reality itself. They also can accelerate the evolution of intelligent life at will and possess powers beyond imagination.
The state of trans-sentience is connected less to the level of available technology as understood in the traditional sense and more to a metaphysical elevation of the beings themselves beyond conventional existence. The hypothetical Precursors' technology could be created through a particular branch of science known as neural physics; an abstract interplay between thought and the fabric of reality.
Theoretically, the Replicator's hive compound mind may also be understood as a form of trans-sentient being; indeed, in the later stages of the Asgard-Replicator war, the Replicators were able to tap into a branch of neural physics and create and control artifacts, which allowed them to bend space-time at will and free themselves from a time dilation trap.
