Summary of Situation:
Hi! Here in Huntsville, we have a very peaceful community, not like that 2018 incident over in Oakdale at all. We have had the Blue Moon Killer (who is local) since 2001, but she only kills drunk drivers and only once every blue moon. We reported her as required by federal mandate but the FBI’s been too busy to deal with a killer that infrequent, and having a local killer has been GREAT for the tourism industry, so we’ve kind of let things slide. We have a LOT of tourists right now because there’s a blue moon about to come up on May 31st and all bets are that it’ll be Randy Harnum since we’re pretty sure he hit&ran the Loomis girls last Halloween but no one can prove it.
However starting April 28th things have gotten WAY worse here. Sherry Sullivan (f, age 8) was found dead in a cornfield at the base of a scarecrow with a shroud over her just like the Blue Moon Killer, but it’s not the blue moon yet and our BMK has NEVER targeted innocents or children before. Also there was this weird thing she did with the baby teeth (see attached crime report below) so that was the first time we knew something was up.
Then on May 1 someone killed five guests staying at the local EconoLodge and arranged their bodies in this sort of circle shape with a line through it and cut out their hearts. That’s the sort of sick stuff that we’d expect from a place like Oakdale, not here! Then on the 2nd Sheriff Marlowe found this guy shot in his truck parked along the interstate and his eyes had been removed and replaced by black feathers. Then Ma & Pa Loomis were found dead in their living room on the 5th and they were surrounded with what looked like someone else’s bloody hair? (BTW they’re the parents of the girl that was hit&run back on Halloween and we think the Blue Moon Killer is going after the drunk driver next. Mentioning this b/c you said that might be important when we talked on the phone.)
Since then we’ve had at least one (1) corpse every day with a broken old-style clockface watch placed over their chest and stopped at either noon or midnight - clocks did not specify but time of death indicates midnight. And then three (3) OTHER killings on top of that: one (1) was the daughter of a pair of out-of-towners arranged to look like the Blue Moon Killer (but again BMK doesn’t kill children! Or tourists!) The second (2nd) was a woman staying in a cabin about twenty (20) miles down the road in Hayfield County and it seems like she was an out-of-towner too because nobody knows her, but the cabin owners are missing (may also be dead?) so we can’t ask, and her body is REALLY gross (see attached police report). And then the third (3rd) was old Farmer O’Deel (not a drunk) who had acupuncture needles stuck all thru his body so he looked sort of like a porcupine and he was strung up on the flag pole right in front of town hall!
There’s also been lots of livestock killings that I attached below. An egg farm in Clayborn and cattle on both nice Mrs. Carter’s farm (including Elsie her sweet milk cow! 😢) and also the Mosses ranch. Some of Auntie Wilde’s sheep too, we think, although that could be coyotes. Also two dogs have been reported killed: 1 is Kelsie the barber’s yorkie (maybe just someone annoyed at the constant barking?) and then Buck Conner’s big mastiff.
Anyway it’s a big problem now and the blue moon hasn’t even happened yet and the tourists are fleeing during our biggest season. We called the FBI but you’ve probably seen what the Buffy The Umpire Slayer did at the MLB Hall of Fame last week, and apparently a whole bunch of the FBI active agents are running around Argentina due to rumors that the Chesapeake Ripper & Profiler got sighted? So the FBI said they couldn’t spare anyone until late June at the earliest and your website said you sometimes do pro bono work for the charity tax deductions? We’re a small community that can’t afford big agency fees. I mean, Christ, we only have a population of 2,087 so, like, 1% of our population has been murdered in the last few weeks (yes, I know some of those are tourists so that’s not quite accurate but still it’s bad). Thank you so much for any help you can provide!

The big one that people sometimes miss is that any reward money that comes from catching wanted killers goes to us, not our client. Introduction
Removing Invasive Serial Killers (R.I.S.K.) Services, Inc. (“Company”) is partnering with the Huntsville Township Mayor’s Office (“Client”) to 1) assess the nest of serial killers invasive to Huntsville Township and the surrounding area, encompassing Clover and Hayfield County, 2) contain the situation, and 3) relocate both native and non-native serial killers found in the area in a safe and humane manner.
To facilitate this assessment, containment, and relocation (ACR), the Company will identify a core R.I.S.K. Team™ to travel to the Client location to expedite the ACR, and the Client will in turn provide necessary cooperation and local resources needed for the Company to complete a quick and successful ACR.
Due to the nature of the Huntsville Township situation, the Company is waiving the standard ACR hourly fee (pro bono contract). However, the Company will still bill certain business expenses, team accommodations, and supplies to the Client. In addition, the Company will retain any and all reward fees to offset potential losses incurred for this ACR contract (see Costs and Payments & Rewards and Disclosures, below).
About Safe and Humane Relocation: Most captured killers are relocated to trusted medical, psychiatric, or penal facilities. Given the nature of serial killers, medical and psychiatric facilities are strongly preferred, both for the mental health of the serial killers and for the health and well-being of general prison populations. Detainment in a facility doesn’t necessarily cause harm to your serial killer! Many serial killers continue to thrive within detainment, where they meet daily with psychiatrists and profilers for mindgame-based enrichment. Humane detainment facilities give serial killers an outlet for their obsessive codependence on experienced, trained staff members and allow serial killers a full, functional life without killing. Scope Summary
Expedited Assessment
Due to the expedited nature of this contract, the Company has provided the following initial assessment of the Client situation:
The Blue Moon Killer (BMK) native to the Huntsville Township area has reached a stage of maturity and notoriety such that she is attracting potential breeding partners to the area. The time of year (late spring – mating season) combined with the BMK’s next scheduled kill are luring other single killers from across the country. Serial Killers have begun peacocking through:
- Display killings to attract/lure out the Blue Moon Killer
- Murder and display of defeated rivals
- Warning displays for each other
The peacocking period will continue until pair-bonding is complete, and some unsuccessful suitors may continue to peacock for some time afterwards (average: 6 months-2 years). If left untreated, there is a high risk that the nest in Huntsville Township will become permanent and will also result in one or multiple1 Serial Killer breeding pairs.

1 A frequent incidental consequence of one Serial Killer searching for a mate is that other Serial Killers attracted to the area witness each other’s displays and form subsidiary breeding pairs, which may result in additional permanent nests in the same region.
2 Concerningly, the combination of mutilations to this body indicate that this was a pair-bonding murder committed jointly by Medea and Mad Magpie. Standard courtship behavior indicates that the pair of them will attempt to clear their territory post-mating (typically 5-7 days). They may have gone to ground in your area (statistically ~30% chance), returned to one of their home ranges (~20%), or staked out a new nesting site (~50%).
3 Note that the first of the ‘clock killings’ was originally assumed to be the work of the Midnight Murderer. However, analysis by our team of profilers indicates that the original Cause of Death (COD) fits the Bull Butcher’s pathology instead. The Midnight Murderer appears to have coopted the Bull Butcher’s kill and superimposed his own design over it, as a display of dominance and/or threat.

Ongoing Assessment
Because the above assessment was provided remotely (off-site) and due to the still-changing ground situation, additional Serial Killers may arrive or leave* the area during the course of this contract. The scope list of Serial Killers in this contract may increase or decrease at any time during the course of the ACR. Once the R.I.S.K. Assessment Team is on the ground, they will perform real-time analysis of the ongoing situation and update the list of active in-scope Serial Killers as needed.
*Includes Serial Killers killed by other Serial Killers and Serial Killers who independently choose (either solo or as part of a new bonded pair) to relocate themselves.
Expedited Containment Plan
The Company will provide an on-site R.I.S.K. Team consisting of a project manager, an unattached profiler, and associated support staff.
The Company advises the Client to be aware of the following identified immediate risks, which may be incurred before the R.I.S.K. Team can arrive on-site:
- It has now been 5-7 days after Medea and Mad Magpie’s pair-bonding murder. This “honeymoon lull” is typically followed by an elaborate territorial display. Statistically, there is roughly a 30% chance that this murder spree will occur in the Huntsville Township vicinity.
- The Bull Butcher typically likes to alternate cattle mutilations and human killings. The Bull Butcher’s last cattle mutilation was now 6 days ago, and the subsequent human murder is past due.
- The Midnight Murderer is still at large and will continue to kill one victim nightly at the stroke of midnight until contained.
- The Midnight Murderer has demonstrated peacocking behavior toward the Bull Butcher. This may result in the Midnight Murderer killing the Bull Butcher in an elaborate display, or alternatively in the Midnight Murderer and Bull Butcher pair-bonding and engaging in a shared public display (often either multi-body or of another Serial Killer).
- Hellraiser is a late-comer to the infestation and will likely make another splashy display soon to make up for lost time.
- New killers are still regularly arriving at the scene, so more are likely to still be in transit.
- The Blue Moon Killer may escalate her timeline if she has found one of her potential mates’ displays attractive and wishes to accept a proposal.
- The Huntsville Township incidents have now made enough of a news splash that meta-predators (Serial Killers who intentionally hunt other Serial Killers for the added challenge) will be attracted to the area. Be warned that meta-predators are HIGHLY DANGEROUS. Please do not allow any law-enforcement personnel to engage with meta-predators, unless those personnel have had specific training to survive such encounters.
Once on-site, the R.I.S.K. Team will take over management of these and any ongoing risks. Upon the R.I.S.K. Team’s on-site arrival, the Client will provide accommodations for the R.I.S.K. Team, introduction to/guidance on the area and situation, and general support, as needed. The Client will provide the R.I.S.K. Team with a command-center location for planning and a sufficiently remote residential location (suggestion: cabin) which the profiler can temporarily inhabit to act as bait to lure in any and all Serial Killers in the area.
The R.I.S.K. Team will use the Company’s patented R.I.S.K. Containment Handbook™ to build and lay appropriate traps around the bait location to humanely capture Serial Killers upon approach. The Client will assist with trap-laying by procuring any Client-specific tools, supplies, and equipment needed (listed under Work Plan, below); the Company will transport any standard reuseable tools, supplies, and equipment that can travel easily cross country, so as to minimize the incurred cost to the client.
The Company will bring at least two (2) containment vans for any captured Serial Killers and will provide secure relocation to humane medical, psychiatric, or penal facilities. The Company will coordinate and arrange accommodation of Serial Killers with detainment facilities at no expense to the Client.
The ACR will be deemed complete once either:
- All identified Serial Killers in the area are accounted for or captured and relocated.
- Thirty (30) days have passed since the last identifiable Serial Killer incident.

The Company has performed preliminary negotiations with nationwide facilities and has secured tentative accommodation for humane relocation of the extant in-scope Serial Killers at the following facilities:

Out of Scope
Because the Company is taking this contract pro bono, certain gratis services for paid clients will be out of scope:
- Federally mandated communications/notifications/reporting to the FBI
- Clean-up and disposal of any bodies, body parts, or errant organs at present and future crime scenes
- Victim-family services and support
- Media communications and interviews with legitimate news organizations
- ACR of meta-predators – If meta-predators arrive on-site prior to the current ACR’s execution, the Company would require a separate contract (not applicable for pro bono fee-waiver) due to enhanced risks to Company staff.
In addition, the following items are out of scope for all Company projects:
- Coyotes – The Company recommends that the Client contact Animal Control Services or similar to resolve this issue.
- Any Serial Killers initially identified as in-scope who leave the Client area during the ACR. The Company will not conduct cross-state manhunts.
- Non-Serial Killings unrelated to the assessment above that occur during the ACR (e.g. gang violence, domestic homicides, vehicular manslaughter, suicides, etc.).
- Public relations for any law-enforcement or public officials incriminated during the ACR.
- Any communication with Tattle Crime, Freddie Lounds, or associated individuals or organizations.

- 50 16ft 2x4 boards (lumber)
- Secured time and cooperation with:
- The Huntsville Township Mayor’s Office
- Clover County Sheriff’s Department
- Hayfield County Sheriff’s Department
- At least 1 local guide confirmed NOT to be a Serial Killer by Company assessment team
- Timely reporting to FBI for:
- The recently established pair-bond between Medea and Mad Magpie
- The death and identity of the Hairswoggler
- The death and identity (still TBD) of Cut Pulse
- The death and identities of any other Serial Killers who become deceased during the course of the ACR
- Services for:
- Clean-up and disposal of any bodies, body parts, or errant organs at present and future crime scenes
- Search & recovery of missing Cox family bodies

In the event that the ACR extends longer than anticipated, the Client may elect to either extend the above expenses for additional day(s) worked or else end the contract without penalty.
The following expenses, if incurred, will be the responsibility of the Client:
- Repairs due to destruction of Company property, including transport vans
- Repairs due to damage or destruction of any on-site properties initiated by any Serial Killers, local residents or tourists, or reporters during execution of the ACR
- Relocation of bodies of any deceased Company staff to home morgue
- Disposal of any Serial Killer or civilian bodies or body parts
- Any fees (e.g. federal fees for late-filed paperwork) or liability or insurance payments due to incidents that occur during execution of the ACR
The Company will incur the following expenses:
- Gas & Travel
- Food
- Personal affects/items
- Funerals for any deceased Company staff
Rewards and Disclosures
Any reward money for capture and detainment of Serial Killers acquired as part of this ACR contract shall be granted to the Company, per this agreement. The Company uses this money to subsidize our rates for both paid and pro bono contracts. If at any point the Client wishes to redeem the rewards offered at federal, state, local, or private levels, the Client must dissolve the contract with the Company for a $50,000 dissolution fee. Any rewards obtained by the Company before the dissolution of the contract will be retained by the company.
In order to provide full disclosure, the Company has identified the following extant rewards on the Serial Killers already identified as in-scope:

Here a couple questions we have:
- Do we have to relocate/detain BMK? She’s kind of a local icon and we’re worried about losing the tourist revenue.
- Is it OK if we reuse the Cox Cabin for your bait/trap? The remaining family is willing to let us use it for free, so it would be a cost-saver, but I figured I better ask first.
- You can use the conference room in Town Hall for the command center, so we can save some rental fees there! 😊

I checked with our assessment team. Answers are in bold below:

But she will continue to attract suitors (and possibly meta-predators) if she’s not taken into custody. I promise the facility we’ve arranged for her is a good one that will take great care of her!
