He says that he’s fourteen. He’s too young. Finnick Odair has never even begun to consider anything like what the President is describing.
The President tells him that he’s already done most of the work. Hasn’t he? Finnick has presented himself as charming, charismatic, strong. Finnick has been effortlessly outgoing and friendly.
