Legend was not the kindest Link, he was sharp and he was not afraid to snap at anyone for any reason. This causes some problems between him and Twilight.
Legend honestly is just bad at talking to people, so when his inability to be nice when trying to tell someone to take some personal regard for their safety (at least from his perspective) is called out, he decides to fall back on some old, fairly unhealthy coping mechanisms: specifically, silence.

The shot of vodka burned going down, making Leon grimace as he slammed the glass back down on the table. It wasn’t his first, but he was still feeling way too clearheaded for his own liking. He looked around the dinky little apartment that was basically just one room plus the bathroom, wondering how the hell he never noticed just how depressingly devoid it was of any life.
There was a bed, a wooden kitchen table with three chairs, and a small table with an even smaller TV. In the corner there was a stack of magazines, in the closet a small amount of clothes, and the kitchen was mostly stocked with non-perishables.
And Krauser lived like this? …had lived. He had lived like this, Leon forcibly reminded himself. That was the entire reason he was here.

He is disappointed when all he finds is a mentally fucked up Ango. Unfortunately his protective/caring instinct (that he may or may not have inherited from Kouyou) kick in and he can't just leave.
