"It wasn’t often that Haymitch felt the urge to be complimentary about one of Effie’s outfits. In general, he found what she wore, what most people in the Capitol wore, utterly absurd.
He’d known her for nine years, and in that time, he’d seen her wear every conceivable shade of colour, every length of skirt (some of which had been so short, he’d have described them as more like a belt), every cut of top or dress.
And the ridiculous shoes she wore! It was a wonder that she managed to stand upright without falling over.
But, very occasionally, she would wear something he did not find completely ridiculous. It didn’t happen often, and, by District standards it was usually ridiculous still, but sometimes one of her outfits would have something about it that he took notice of."
