Summary
All is not well in the Capitol. The High Council is divided into political factions, unable to come to a final decision on whether the task force created to investigate Valyss' death should be maintained, strengthened, or entirely disbanded. With the Lady President choosing not to take sides until the fence becomes uncomfortable to sit upon, the High Councillors find the arguing both time-consuming and distracting from more important matters.
It becomes quickly clear that the killer's motivations are not yet done with, as yet another attack is launched against Gallifrey's political elite. But something has changed this time. This time... the victim survived. The assassination failed, and the latest High Councillor to be attacked has not only survived, but has connections in some of Gallifrey's most well-guarded areas. Who did this unknown assassin fail to eliminate? High Councillor Siri.

Summary
We never found out what happened to the Master after he was dragged back to Gallifrey at The End of Time, we just know that his drums were removed and he was stuck with a bunch of people who hated him. It's extremely possible that he was tortured until he made his escape and I decided to write a story about that. Includes the misunderstanding of the Doctor thinking the Master is dead so he never tries to rescue him but the Master takes that as the Doctor doesn't care about him and abandoned him.
