Castiel is an angel inmate waiting for a placement.
Since the angels fall from heaven angels and humans had learned to coexist peacefully in society.
The rules and regulations however were clear. Any angel who harmed humans was dealt with severely and made an example of to discourage others doing the same.
The penalty was the loss of their freedom, the offender was arrested, their powers were immediately bound, only accessible by the orders of the guards in the prison they held in and then the human they would eventually be placed with to serve.
