The 100th loop. The deadline, it seems. The last chance? Probably.When her shield begins mysteriously malfunctioning and everyone seems to be remembering the past timelines, Homura convinces herself that this is going to be her last chance. She could have expected something like this, but she could never see the consequences of her looping coming this far. Not this huge.
The Incubators have created something. Something far more horrifying than mere magical girls and witches.

And it is in this context, Hibiki Kazaguruma and her childhood friend, Kotone, and the Dancerian race come in. They're all as double faced of a doll like Maria is. They're the perfect core candidates.
Though maybe, not as much as Saido Rin, and her twin within, Sho/Bates. Who would have thought magic could be used as callously as this ? Still think the Incubators are the bad guys ? There's no reason to judge if you do.

Summary
The plan was for the Labyrinth to envelop only her birth universe, and its potential timelines. Not...pull multiple universes at random together, and then merge them into one with hers.
But, were they actually random ? The universes presented considerable similarities amongst themselves, especially with how potent karma was in each and every one of them. That seemed to be the common factor. Karma's potent manifestation in the physical reality. The means as endless as the multiverse.
Perhaps, things going out of plan was exactly what the selected worlds needed ? What SHE needed ? There is only one way to know.
