Summary
What is important for this story is that a Voice will not be silenced. You can beat them down but some part of them will stubbornly refuse to leave. That small part, like the embers of a long-dead flame, lie in wait to spark and slowly, perhaps unsteadily, as healing often is, return to the flame it once was. This ‘spark’ can be anything that they see as a core part of their personality: how they make their bed in the morning, how much money they give to busking musicians on the street, how much they care for their interns.
In this story, that last one is very important.
The Voice of Desert Bluffs will not be silenced for long.

Cecil and Carlos are living life in wedded bliss, but their peace is shattered when an old enemy shows up at their door, bleeding from infected wounds. The three will have to confront long-buried feelings as they struggle to protect Kevin from StrexCorp, who would go to any lengths to recapture their brainwashed radio host.

Summary
After Cecil finds Kevin trying to give himself a bath and having a panic attack, he does his best to help him. He gets him clean and calmed down, then Carlos comes home with answers he forgets to explain. At least Kevin is relaxed and happy with his pacifier and dinosaur toys that attack each other ferociously.
Now, Kevin spends much of his time regressed because his mind can't cope with his reality crushing him. He's getting better, though, he thinks. He hopes. He's getting better and he's making Cecil and Carlos proud.
