M-24 gently batted M-21’s hands away from his head. “That’s the third time already. Keep it up and the others will notice. Your hair bothering you or something?”
“It’s too long,” mumbled M-21, his hands automatically reaching up to fiddle with the silver strands again. “It’s getting in the way…”
Resting in one of the Union’s run-down hideaways, surrounded by various boxes of junk and leaky pipes, somehow it was oddly peaceful to have the moment to themselves. It was rare that they got time like this while on a mission, even if they were currently lying in wait for their next target. With a thoughtful hum, M-24 began searching through one of the nearby boxes.
“W-What are you doing?” stammered M-21.
With a proud look, M-24 held up a pair of rusty, slightly bent scissors. “Here. I’ll cut your hair for you.”

Crombel deals M-21 a grievous injury, and implies in front of Frankenstein and Raizel that he's a Union spy. Frankenstein rushes M-21 back to the lab to treat him for the former. M-21 assumes it's to interrogate him for the latter. The two look fairly similar from his position on the operating table.

Rai did not expect it to be a red dragon of all things, much less an injured one.
So Rai brings it back to his mansion to have Frankenstein heal it, once the dragon is completely healed Rai expects it to leave right away.
But apparently the dragon doesn’t leave, as it is to lazy to walk for more than 5 minutes.
Rai’s eyes sparkle thinking he’s finally got a pet.
