Kudou’s eyes widened.
“So it really is yours.” he half whispered in fear, half in awe. “I thought it was, it felt so much like you.”
“I’m sorry,” Yoichi shook, fists clenching in Kudou’s uniform. “I’m sorry I forced it on you. However I did it, I need to remove it. You don’t deserve to be under my control. You don’t-”
“Who says I don’t? It was beautiful, and it hurt. God Yoichi, it hurt so bad,” He whispered, shoving his forehead in the crook of Yoichi’s neck. “But you should have seen it. I punched her through a metal wall, Yoichi, without even a sweat. You gave me a gift, Yoichi. One that we can use to defeat your brother once and for all.”

Summary
It starts with being born with a snowflake on his wrist. (Three years prior, the third Todoroki child is born with a snowflake on his wrist.)
By age five, Izuku is already bullied and tormented for having a “useless” quirk. (Eight-year-old Natsuo watches helplessly as Shouto is dragged away for relentless “training” by Endeavour.)
And then, at age six, Izuku is forced to watch as his mother dies by Endeavour’s hand (Nine-year-old Natsuo watches as his mother is taken away to the psychiatric ward, broken from Endeavour’s abuse.)
At their lowest, the true nature of the snowflakes comes to life. Izuku runs away to explore the boundaries of his new power, while Natsuo makes it his mission to find his soulmate.
Years will pass, before fate decides to bring them back together again.

Summary
No one knows why, but fifty years ago, people starting getting soulmates. You would find them because you could use their quirks, albeit a weaker version or for far less time than them. Izuku knows he has not one, but two soulmates, something only 1% of people have, but he's quirkless. They don't deserve to be saddled with him, if they can even find him.
Then All Might offers him an opportunity to be a hero, and suddenly he has a quirk that he desperately has to hide. Even now, he doesn't feel like he deserves his soulmates, Bakugo helped hammer that home throughout his life.
Too bad for him they go to his school, and they aren't about to give up on him now that they know he exists.
