before quirks existed, visions were granted to those with the highest ambitions and dreams by the gods above. but now, visions are nothing more than a cheap tool for disillusioned quirkless people who wish they had a quirk....at least that's what the outside world thinks.
or, u.a's second-year hero course students, under the hpsc's orders, infiltrate teyvat and their prestigious academy to gather enough evidence for the school's rumored misconduct and abuse towards their students to take them to the international court, as well as find the source of all vision's powers and use it for their shady purposes under the guise of an exchange program.
too bad that teyvat and the academy have enough contingency plans already in place to make ua look like they aren't prepared at all (they weren't in the first place)

Summary
In a time where quirks remain the dominate population, gifts from the gods are sent to the few and far apart quirkless called Visions. Visions are often seen as a cheat code to quirks and vision users are commonly frowned upon and cast out. An academy was created on a man-made island off the cost of the island country Teyvat. Teyvat is home to most vision user and welcomes them to their academy with open arms, allowing for their students to grow and learn in an accepting environment for them to become the best hero they can be.

They're eager to go to the island to help "save" the young heroes. Or so they think.
