After Luke dies, Annabeth and Percy get caught in a blast of pure time energy and get rocketed back to when they were 12 years old, just before the Quest for the Master Bolt. Now, equipped with the knowledge of the future and a determination to not let Kronos win, they must prevent Luke from joining Kronos' side and becoming his host.
So of course Percy makes the incredibly smart, not at all idiotic, decision to invite Luke on the quest. Because what could go wrong? -

First, there was a moment in silence.
In Pete’s swaying peripheral vision, boys drifted, not nearly as many boys as when they last saw light, but, Ray was there, pressed up against Pete’s side and that was all that truly mattered.
Shadowed by the looming figure of the major, stood, stately, atop a sputtering vehicle, in the pale glow of early morning, all of them trudged together, towards their graves, children ardent for some desperate glory.
But then, there was a moment of noise.
And in less than the amount of time it would take to buy a ticket, everything changes.
Or: On the second morning of the long walk all broadcasts are abruptly cut due to 'outside interference', there is still a long way to walk to reach potential safety (Garraty's mom's place) but with the competition dismantled an opportunity to look out for each other arises and friendship takes precedence.

Ray Garraty entered the Long Walk, with a wish to kill the Major fresh in his mind, and a sunhat and baseball packed ready in his bag to walk who knows how far. 10 miles, 100, who knew? But he was as ready as he could be, waiting for the Walk to start and surrounded by boys who may or may not be dead before the final stretch, whose bodies would litter the stretch of road ahead of them.
And looking around and introducing himself to the other Walkers, Ray thought that yeah, maybe he could do this.But hell, he wasn't expecting a kid to be here.
