He died as his heart was sliced from his chest, his lungs shredded by scalpels, and his muscles stripped from his bones. He died for no reason, his only sin being in the wrong place at the wrong time. And because of that, he was made into a stepping stone for a madman's twisted vision for humanity.
[REDACTED] was burned and buried, what they could find of him, at least.

Forgotten and put out of mind for good.
But if he’s dead, who is this story about?
Why, Midoriya Izuku, of course!
Being dead won’t stop him from being a hero, and neither will not wanting to be a hero stop him. Why should the living have all the fun?
Alright, so maybe he's not having fun, but he's having something alright. -

Project Bloodlines.
A military-funded medical study on the quirkless, subjecting unwilling children to go through what even the most shadowy of government intelligence agencies would consider torture. Most people knew about the project, but they thought it was only a study on activating latent quirks. They didn’t know the truth.
But the worst thing about the project wasn’t the secrecy of what was really going on behind the facade, or the illegality, or even the death toll of both the doctors and the patients.
The worst thing about Project Bloodlines was that it worked.

Summary
