Summary
Over the past few decades, the world has been grappling with a new phenomenon; people being born with (or somehow manifesting) superpowers. These people have been dubbed "inhumans" and have been showing up in growing numbers all over. Global governments have yet to implement a solid resolution for this situation as many opinions on the matter are divided. The responsibility for dealing with inhumans has fallen upon the states or even independent areas as they see fit.
Traphic City is a unique case. They struggled with a corrupt public defense system in the past and used the rise of inhumans to solve that, but they had the unfortunate luck of getting one of the most dangerous inhumans known to date.
or; Jimmy Solidarity is torn between not using his ability or proving he could be a hero. He meets a boy who shows him another life; outside of the facility and away from the heroes.

Another universe where he's apparently dead. At least Tony Stark was alive, even if he thinks that Peter is some hallucination.

He pulled the boy off himself. “What do you mean?” he asked, smoothing Peter’s messy hair with his fingers.
“I finded you,” the kid repeated and then wedged himself contentedly under Tony’s arm.
