The work they do? The jutsus they use?
If someone were to use shinobi techniques to perform a non-shinobi task, does that make the task qualify as shinobi work?
Or perhaps it's a matter of perspective and approach that determines what a shinobi is.
Either way, the Daimyo of Fire country has a problem, and he's going to have his shinobi forces help solve it. Whether they like it or not.

A look at the possible consequences of sealing away a not insignificant portion of the world's chakra. After all, the tailed beasts have been part the planet's ecosystem for over a millennium. Their sudden absence is going to have some kind of effect.

Summary
