The whole thing starts as a precaution; Lucius is very clearly a mess, too much of a mess, and Acacius hasn’t just killed two mad emperors only to place a different mad emperor to the throne, thank you very much, and not even his blood relations to the two people Acacius has loved the most in the whole world are going to make him change his mind.
They can’t in good faith introduce Rome to her new emperor.
So, the Mother of Rome will have to make do, at least until Acacius can shape something out of the young man currently glaring at the both of them with enough anger that Acacius half-heartedly considers calling for the guards.in which, after everything is said and done, lucilla becomes the emperor and acacius and hanno move in to the countryside to have morally questionable sex and therapy a lá antiquity
