The Dragonborn, post-defeating Alduin, found herself adrift when the Divines, even Akatosh and Kynareth whom she had done so much for, went silent. She crafted a life on Solstheim, as far away as possible from the civil war. Neither side was willing (or able) to act on the true enemy, so she put a mental pin in the subject and hoped she could keep her distance from the trouble.
(A shame, since she so loved playing the hero)
Something else lurks besides the Aldmeri Dominion, something older, darker, and more dangerous still. Something she will need help to confront.
