I claim to be neither expert, veteran, pointedly literate nor particularly faithful re: the canon. This is just twisted fun.
‘Doc’/Jeremiah Arkham is modeled after this bad guy.
‘Heck’ is modeled after Dan Stevens in this movie.

"Where is Jim Gordon?" The Penguin's loud, commanding voice echoes throughout the room. Even his voice itself was powerful, and many officers cower just from the sound of it. None of the cowardly officers answer him, and he furrows his eyebrows. His large hands grip into fists, and beside him Victor shuffles where he stands.
He glances around the room to look for Jim's desk before his eyes lock on Edward.
"You." The Penguin growls out with his hand pointing directly at him. Edward squeaks and freezes up like a goat as the mob boss begins to advance towards him.

But, then again, he knew why. Deep down he knew that this free lay, this good lay was morally reprehensible.

He’d been in that position many times and he could safely say that he truly detested being degraded in such a way.
