Suffused with the energy of Power Stockpile, however, it was finally given the room to grow that its twin had denied it. With that growth came a simple change, one so subtle that it went undiscovered for decades.
Quirk Bestowal's holder can give their Quirk to others, and be given Quirks in the same way.
